Job Description
Location: 5 Pancras Square, London, Camden, N1C 4AG
Contract: 6 Month Contract
Hours: Full Time
Working Pattern:
Hybrid Working – 1 Day Per Week in the Office, Borough Inspections, Remaining Time Working From Home
Summary
Camden Council is on the lookout for a seasoned Environmental Health Officer to enhance its Housing Enforcement team. This role involves handling a variety of reactive housing complaints and disrepair cases. It presents a prime opportunity for a qualified skilled with substantial enforcement experience under the Housing Act 2004. The ideal candidate will be adept at managing intricate cases, engaging with challenging landlords and tenants, and representing the council in tribunal hearings.
Responsibilities
- Oversee a portfolio of complex housing complaints and disrepair investigations.
- Examine housing conditions and evaluate hazards using the Housing Health and Safety Rating System (HHSRS).
- Make informed enforcement decisions aligned with legislation and council policies.
- Issue statutory notices and execute suitable enforcement actions.
- Draft specifications, schedules of works, reports, and legal documents.
- Administer Community Protection Notices (CPNs) when necessary.
- Participate in tribunals and provide testimony during appeal processes.
- Address customer inquiries, complaints, and correspondence within set timelines.
- Collaborate with tenants, landlords, legal services, and other stakeholders.
- Maintain precise case records and investigation files.
- Conduct inspections throughout the borough, including solo visits.
Requirements
Requirements:
- BSc or Diploma in Environmental Health.
- Eligibility for EHORB Registration as an Environmental Health Officer.
- At least 2 years of experience in Environmental Health Housing.
- Comprehensive experience in enforcing housing legislation under Part 1 of the Housing Act 2004.
- Proficiency in serving notices and undertaking formal enforcement actions.
- In-depth understanding of housing enforcement legislation and related guidelines.
- Experience in attending tribunals and supporting legal proceedings.
- Excellent communication and negotiation abilities.
- Confidence in managing difficult landlords, tenants, and sensitive situations.
- Capability to work autonomously and handle a demanding caseload.
- Familiarity with Flare/Civica systems.
- Experience within a Local Authority Environmental Health setting.
- Expertise in managing complex housing disrepair investigations.
- Knowledge of broader housing and public health legislation.
