Job Description
The Office Manager - People & Culture leads the People & Culture function across all Group entities, and manages the office and fleet functions that support them.
This is a hands-on management role rather than a purely strategic one. The successful applicant will personally handle recruitment, employee relations, award interpretation and compliance, while supervising an offshore HR Officer who carries transactional volume and a Fleet Officer who manages the vehicle fleet., People & Culture leadership
- Own the People & Culture function across all Group entities and sectors.
- Develop, maintain and communicate HR policies, procedures and the employee handbook, aligned to the Group's business management system.
- Advise managers on employment matters, providing practical guidance grounded in the applicable award or agreement.
- Build a consistent employee experience across sectors while respecting the operating realities of each.
- Maintain the HR calendar - reviews, remuneration cycles, compliance renewals and reporting.
Recruitment, onboarding and offboarding
- Manage end-to-end recruitment across all entities: briefing, advertising, screening, interviewing, reference checking and offers.
- Conduct first-round telephone and video screening personally, or supervise it - this is often a candidate's first contact with the Group and sets the impression.
- Prepare employment contracts, variations and letters of offer from approved templates.
- Coordinate onboarding and induction, including entity-specific and site-specific requirements, and provide the payroll team with the information needed to set the employee up correctly from day one.
- Manage probation reviews, and conduct exit interviews and offboarding, notifying the payroll team of terminations and final entitlements in time for correct processing.
- Maintain the recruitment pipeline, agency panel and cost tracking.
Employee relations and performance
- Act as first point of contact for employee relations matters across the Group.
- Manage grievances, performance management and disciplinary processes, escalating to the General Manager and external advisers where warranted.
- Conduct or coordinate workplace investigations, maintaining procedural fairness and documentation.
- Support managers through difficult conversations, performance plans and terminations.
- Maintain confidentiality and independence in all employee relations matters.
Award interpretation and compliance
- Interpret and apply the awards and agreements covering each sector - building and construction, manufacturing, aged care and clerical.
- Maintain correct classifications, pay rates, allowances, penalties and loadings across entities.
- Work with the payroll team to ensure new starters, changes, terminations and final payments are set up and processed correctly - providing accurate,
complete and timely employee information at each point. Payroll processing itself sits with the payroll team.
- Monitor Fair Work, award variations and legislative change, and implement required updates.
- Maintain employment records to statutory standards, including record accessibility requirements.
- Provide the payroll team with correct classifications, rates, allowances and entitlements at onboarding, and confirm they are applied.
- Manage sector-specific workforce compliance - worker screening, police and background checks, licences, tickets, qualifications and mandatory training currency - with particular attention to the aged care entity's regulator-facing obligations.
Work health and safety, workers compensation and return to work
- Coordinate the HR aspects of WHS across entities, in conjunction with the safety function.
- Manage workers compensation claims, insurer liaison and return-to-work planning.
- Maintain injury, incident and claims records and reporting.
- Support psychosocial risk management, wellbeing initiatives and employee assistance arrangements.
Fleet management
- Own the Group vehicle fleet across all entities, delivered through the Fleet Officer.
- Manage acquisition, leasing, allocation, replacement and disposal in line with the fleet policy and approved budget.
- Oversee registrations, insurance, servicing and maintenance schedules, roadside assistance and compliance.
- Administer fuel and toll accounts, novated leases, vehicle allowances and infringement management.
- Maintain the fleet register, telematics and utilisation reporting, and report on fleet cost per entity.
- Maintain the driver policy, licence currency checks and driver declarations.
Office and facilities management
- Manage the day-to-day running of the office: reception, supplies, equipment, contractors and facilities.
- Manage office service providers and supplier contracts, and negotiate renewals within delegation.
- Coordinate insurance renewals, business registrations and corporate records in conjunction with Finance.
- Coordinate Group events, staff functions and internal communications.
Team leadership
- Directly supervise the HR Officer (offshore) - set the work queue, review output, hold a daily handover during the agreed overlap window and a weekly planning session.
- Directly supervise the Fleet Officer - set priorities, review fleet reporting and approve expenditure within delegation.
- Retain accountability for the accuracy and compliance of all work produced by both roles,
regardless of where it is performed.
- Ensure Australian award interpretation, employee relations, investigations, WorkCover matters and terminations are performed onshore and are not delegated offshore.
- Develop both team members, set objectives and conduct performance reviews

About the Candidate
- Minimum five years in an office management, HR or People & Culture role with substantial hands‑on HR responsibility.
- Demonstrated award interpretation experience across more than one award, and confidence advising managers on entitlements, classifications and allowances.
- End-to-end recruitment experience, including screening, interviewing and offer management.
- Experience managing employee relations matters, performance management and terminations.
- Experience working alongside a payroll function on onboarding, employee changes and offboarding.
- Experience supervising staff, including remote or offshore team members.
Experience - desirable
- Exposure to more than one of the Group's sectors - building, construction, manufacturing or aged care.
- Fleet or vehicle management experience.
- Experience in a multi-entity or shared-services setting.
- Workers compensation and return-to-work coordination experience.
- Certificate IV or Diploma in Human Resources, Business Administration, or a related tertiary qualification. Equivalent demonstrated experience will be considered.
- Current Australian driver licence.
- Australian work rights and satisfactory pre-employment checks, including any screening required for the aged care entity.
- Sound judgement and discretion - this role holds personal, medical, disciplinary and remuneration information across the whole Group.
- Confident, professional spoken and written communication, including with candidates, employees, managers and external advisers.
- Highly organised, able to run competing priorities across multiple entities without losing detail.
- Practical and solutions-focused rather than process-bound.
- Comfortable working with limited precedent in a growing group, and building systems where none exist.
- Competent with HRIS and the Microsoft Office suite; able to work confidently alongside payroll systems without owning them.
