One of our federal Government clients is seeking to engage Product Owners /Product Managers for Canberra(Remote)/All Australian States
Please note Candidate must have Baseline Security clearance
Initial contract duration-11 Months Extension term-24 monthsWorking arrangements-Remote
Product Owners - (EL1)
Product Owners should have the following experience:5+ years of experience as a Product Owner and similar roles (for example Business or System Analyst).Understanding of the Digital Service Standard.Relevant qualification in Product Ownership or related Agile/SAFe certifications.Experience in working in the Microsoft stack such as Dynamics 365 and Blazer or blockchain technology.
Product Manager - (EL2 Level)-
Skills and knowledge:
Lead strategic planning for longer term project initiatives and programs that have an agency-wide impact.Provide a strategic level of specialist, professional and/or technical expertise relating to the work of the agency’s Change Program.Promote and manage relationships and key strategic alliances with internal and external stakeholders, business leads and service providers.Liaise and engage with other internal or external professionals to exchange views, seek advice and ensure positive outcomes.Identify and manage specialist related risk, in the context of more complex activities and issues.Report on program objectives, program outcomes and work area performance.Provide strategic direction to a work area, including developing business plans, strategies and priorities and monitor workflow and performance.
Duties and responsibilities:The Product Manager works in partnership with business owners to implement current initiatives, manage the lifecycle of a platform or improve a scheme’s end-to-end value stream (the Product).



They act as the conduit between business and delivery.You will have the following responsibilities:Continuously improve your knowledge of the scheme, its value stream, user needs and associated technology and/or maintain an end-to-end understanding of the platform and the scheme capabilities it supports.Support the implementation of initiatives within our change program. These new initiatives are either new schemes or uplifting capabilities within our existing schemes.Work with business owners to identify and prioritise opportunities to improve IT and non-IT capabilities that enhance the end-to-end experience for users and stakeholders. This includes improving processes, people, information and technology.Maintain a backlog of ideas and collaborate with other Product Managers to prioritize opportunities based on impact and maintain a transparent roadmap that communicates how initiatives and improvements contribute to strategic outcomes.Lead discovery and epic refinement to identify solutions (both IT and non-IT) that balance user desirability, business viability and are feasible to deliver within guardrails and constraints.Collaborate to align and enhance shared capabilities and reduce duplication and bespoke solutions.Empower and support Product Owners and multidisciplinary teams to deliver outcomes by fostering strong relationships and provide guidance that enables teams to make decisions within guardrails.Ensure progress of work to implement or improve products is managed,



identify and manage or escalate issues, and communicate status to stakeholders.Skills and knowledgeStrategic and outcome focused thinking – able to translate organisational priorities and user needs into clear product direction, define measurable success metrics, and make informed trade-offs in complex environments.Strong stakeholder engagement and influence skills – able to build alignment, negotiate trade‑offs, and communicate effectively with both senior leaders and delivery teams.Cross functional leadership and team enablement – able to lead multidisciplinary teams without formal authority by framing problems, enabling empowered decision making, and fostering collaborative, evidence driven delivery.Evidence based decision making – able to interpret data, assess options, and make sound, timely recommendations.Deep understanding of the scheme, regulatory context, and industry environment – able to anticipate impacts, identify systemic opportunities, and shape product direction that aligns with policy, operational, and user needs.User centred discovery skills – able to lead research and analysis to understand problems, collaborate to identify solutions which balance viability, feasibility and desirability, shorten feedback cycles and test assumptions early.Product planning and prioritisation capability – able to define vision, shape roadmaps, and manage backlogs in complex and changing environments.Technical and system literacy – able to understand system and data flows, engage effectively with technical teams and understand system, data, and architectural implications of decisions.
