CAPDA Consulting is seeking an experienced Export & Commercial Services Specialist to support a major Defence capability program in Canberra. The role will focus on export control governance, commercial and procurement activities, stakeholder engagement, and ensuring compliance with Defence and international export control requirements.
We're interested in professionals with experience in:Defence procurement and commercial managementExport Control frameworks and complianceITAR and export control legislationContract and procurement documentation developmentStakeholder engagement across Defence and industryERP, purchase order and financial reconciliation processesGovernance, reporting and compliance activities
Location: Canberra, ACTLevel: DSS Panel Level 3 equivalentClearance: NV1 (minimum)
Responsibilities may include:Lead the planning, development, implementation and continuous improvement of Export Control (EC) frameworks, procedures and governance activities.Develop and maintain EC documentation, including Technology Control Plans, authorisation requests, schedules, reports, submissions, correspondence and compliance records.Provide authoritative advice on export control legislation, policy, International Traffic in Arms Regulations (ITAR),



Arms Export Control Act requirements and Defence export control obligations.Support the development of procurement related documentation including approach to market, procurement plans, tender evaluation plans and source evaluation reports.Create purchase orders process goods receipt and invoices in ERPReconciliation of payments against purchase orders and contracts, perform cost data analysis and problem solving.Monitor compliance with Defence and international export control requirements, procurement and contracting legislation and frameworks.Coordinate export and other commercial related authorisation activities and engage with domestic and international stakeholders to facilitate timely approvals supporting capability delivery.
Essential Skills & ExperienceExperience with Export Control frameworks, governance and compliance.Robust knowledge of ITAR Compliance, Arms Export Control Act and Defence export control obligations.Demonstrated experience developing procurement documentation, evaluation plans and source evaluation reports.Ability to develop and maintain Technology Control Plans, authorisations and compliance documentationAbility to engage with Defence, industry and international stakeholders.Experience supporting capability delivery through governance, compliance monitoring and problem-solving
