On 1 October 2026 HSV will transition into the Victorian Department of Health to enable greater integration and alignment between procurement, planning and policy, reducing duplication and ensuring Victoria's health system is well positioned to support a modern, networked health system.

About the Role The Director Procurement Strategy and Enablement is a senior executive leadership role responsible for developing and delivering the strategy that enables HSV to achieve its procurement value proposition. Working closely with the Chief Procurement Officer, procurement leaders and key HSV stakeholders, you will lead strategic initiatives that modernise procurement, strengthen capability and drive measurable improvements in value, service and performance.

You will play a key role in driving the digitisation and transformation of procurement processes and systems, developing improvement roadmaps across process, systems, technology and data, and strengthening strategic partnerships across the health system.

Key Accountabilities Include, but are not limited to:

- Lead the development and ongoing evolution of HSV's procurement strategy.




- Develop and implement procurement improvement and transformation roadmaps across process, systems, technology and data.
- Drive the digitisation and modernisation of procurement to increase capability, capacity and value.
- Build strong and mutually beneficial relationships with health services, suppliers, government bodies, regulatory entities and other strategic partners.
- Strengthen procurement governance, risk management, compliance and process integrity.
- Lead accurate and timely performance reporting, including business plan, KPIs, benefits, opportunities and governance reporting.
- Develop procurement capability through fit-for-purpose learning, knowledge management and continuous improvement initiatives.
- Lead cross-procurement initiatives through effective governance, resource allocation and collaboration.
- Establish and operate a Procurement Support Hub focused on exceptional customer service and self-service capability.
- Support clinical product advisory activities and work with stakeholders to identify opportunities to maximise value under contract.

About You You will be an experienced executive procurement leader with a demonstrated ability to translate strategy into measurable outcomes in a complex and multi-stakeholder setting.

You will bring





- Significant executive procurement experience with operational accountability for a division or organisation.
- Demonstrated success leading teams through significant organisational change.
- Strong commercial and financial capability, including experience managing P&L; budgets and developing financial models and high-level reporting.
- Experience developing and implementing leading procurement strategies across direct and indirect categories.
- Experience leveraging modern procurement systems and technology to deliver value.
- A robust track record of driving cost, service and process improvements.
- Excellent stakeholder engagement, negotiation and influencing skills, with the ability to work effectively across government, health services, suppliers and other partners.
- Strong governance, risk management and compliance capability.
