The Role

The Surveillance Services Coordinator (CS4) is a member of the Regulatory Oversight Division (ROD) and Surveillance Branch which is responsible for a broad cross-section of programs and services to create, foster, and grow a culture of high performance and integrity through workforce planning, capability, and performance.

As a specialist within CASA, this position undertakes work that is highly complex and/or sensitive, works with a high level of independence, under broad direction from CASA management, and resolves issues to deliver quality outcomes aligned to CASA's strategic operational priorities and work plans. This position makes a significant contribution to achieve goals within CASA’s work plans, including the coordination of services responsible for planning, administering and supporting the delivery of CASA’s surveillance functions under the National Oversight Plan (NOP).

This position is expected to work reasonable additional hours beyond the ordinary hours of work, which may include work on weekends or outside the span of hours. However, this is regarded as the exception and where additional hours are worked, they will be compensated in accordance with CASA’s enterprise agreement.

This position’s responsibilities include:

• Actively contributing to team goals while maintaining compliance with applicable legislative standards and guidance material, CASA’s Corporate Plan, policies, practices and standards, and in accordance with CASA’s Values, Regulatory Philosophy and assigned delegations.

• Motivating, guiding, and developing self and others; empowering and providing direction to support colleagues. Being aware of others’ performance and supporting the achievement of performance goals and work expectations in accordance with CASA practices.

• Developing and maintaining policies and procedures ensuring alignment with relevant requirements.

• Recommending strategic directions and making decisions based on professional judgement and evaluating risks in the context of a complex and changing environment. Making decisions that consider CASA's strategic direction and have a high level of impact on the functional area with the potential to impact others.

• Providing expert advice on policy, operational processes, complex problem solving, and issues management relevant to internal and external stakeholders.

• Implementing change and managing workplace uncertainty. Providing a significant contribution to innovation and business improvement strategies.





• Representing CASA at internal and external meetings, working groups and conferences. Delivering complex to highly-complex and sensitive projects and initiatives that include significant degrees of stakeholder engagement with significant impact on CASA business outcomes.

• Applying in-depth understanding of aviation industry operations, challenges, and regulatory settings to deliver effective business solutions. Providing advice that aligns CASA practices with aviation stakeholder needs.

• Engaging with risk, including conducting risk assessment and risk management activities for area of responsibility.

• Maintaining a positive health and safety culture, including psychosocial wellbeing in the workplace and providing input, where appropriate, into decisions that may impact upon personal health, safety and wellbeing in the workplace.

• Demonstrating awareness of the diverse histories, cultures, and experiences of First Nations Peoples and other cultural groups. Communicating with respect and understanding of balancing work, family and community responsibilities.

• Initiating, positively engaging in and responding to change. Supporting others through change.

• Other duties as required.

Ideal Candidate

Our ideal candidate must demonstrate the following:

Knowledge of CASA’s Surveillance framework and auditing processes together with proven experience providing interdepartmental administration and coordination expertise across geographically dispersed teams.

Proven ability to apply technical expertise and professional judgement when completing complex matters. Demonstrated experience in interpreting and adapting policies and procedures, to make informed decisions with limited guidance.

Demonstrated application of well-developed negotiation and communication strategies when managing complex discussions and resolving sensitive issues. Persuading, influencing, and building consensus across diverse stakeholders.

Demonstrated ability to engage and collaborate with key stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.



Promote business objectives through key strategic relationships with a range of internal and external stakeholders.

Sound skills in developing plans and timeframes, seeing projects to completion and committing to achieving quality outcomes.

Proven experience in developing, coaching and mentoring employees

In-depth understanding of the aviation industry’s operations, challenges, and regulatory setting. Proven ability to provide advice that aligns with organisational practices with stakeholder needs.

Proven ability to work with a focus on research, analysis and judgement when managing complex issues, tasks, and/or projects. The ability to gather and investigate information from a variety of sources, identify critical gaps, recognise links and explore possibilities and alternatives.

Proven ability in promoting respect, inclusivity, and openness across teams. Highly developed emotional awareness when managing sensitive matters and conflicting perspectives. Significant experience in demonstrating empathy and influence to gain and build trust when collaborating across diverse groups.

Eligibility Requirements

Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988 (the Act) and the CASA Enterprise Agreement. The following eligibility requirements apply to this position:

• At a minimum, prospective CASA employees must undergo pre-employment screening and must be willing to provide the required information to successfully undergo a police record check.

• The position’s occupant must be an Australian citizen with the ability to obtain and maintain the level of security clearance as required.

• Extensive experience in an administrative or coordination position in a highly technical environment.

• Extensive experience in the development of surveillance-related instructions, standard operating procedures, and guidance materials.

• People leadership/management/coaching/mentoring experience.

About Our Division

The purpose of Regulatory Oversight Division (ROD) is to deliver upon our aviation safety obligations for the provision of surveillance and regulatory services to authorisation holders in an effective and effective manner. The Division is also responsible for providing regulatory guidance to support the aviation community understand the regulatory framework.
