Deputy Director Contracts and Procurement
Country to Coast Queensland (CCQ) delivers the primary health network (PHN) program for Central Queensland, Wide Bay and Sunshine Coast, funded by the Australian Government. CCQ has an ambitious agenda to design and deliver world recognised primary health outcomes for the people in their region. Achieving this will require CCQ as a commissioning organisation to not only focus on primary health service provision, but also the environmental, social and cultural determinants of health which support communities to live their best lives.
Our diverse region covers 161,108 km2 from Sunshine Coast to Rockhampton and across to Emerald. The population in the region is just under 1M people with around 68% living regionally or remotely and more than 28% living in the most disadvantaged quintile.

CCQ has seven key priorities for health improvement: mental health, alcohol and other drugs, Aboriginal and Torres Strait Islander health, population health, health workforce, digital health and aged care.
About the role
CCQ is seeking an experienced procurement and contract management leader, ideally with experience in a health or human services grant and service delivery funding workplace, or the ability to quickly apply their expertise within this context.
As Deputy Director Contracts and Procurement, you will lead procurement and contract management functions that underpin the delivery of grants and service delivery funding for primary health services across the region. Your leadership will support value-for-money investment decisions in the provision of primary health services and ensure compliance with funding and governance obligations.
Key responsibilities
Strategic
Drive delivery of CCQ strategic objectives through best-practice procurement and contract management, with line-of-sight to the Balanced Scorecard priorities (Regional Leadership and Collaboration; Invest for Outcomes and Impact; Building the Capability of the Primary Health System; Enhanced Internal Capabilities).
Lead end-to-end commissioning procurement strategy and planning (including market approach, probity, evaluation governance and due diligence) to support outcomes-focused investment decisions.
Ensure procurement and contract strategies, documentation and governance align with CCQ Funding Agreement obligations.
Provide strategic oversight of the procurement pipeline and material contract issues, including reporting to relevant governance forums and supporting executive decision-making on priorities, risk and timing.
Operational
Coordinate and interpret commissioned services standard terms (including, where required, obtaining and applying special counsel legal advice) to support compliant procurement and contract outcomes.
Establish and maintain fit-for-purpose contract lifecycle governance, including standard templates/terms, approval pathways, contract records management, and clear accountabilities from sourcing through to contract close.
Partner with program directorates and Finance to strengthen contract performance and funding administration controls, ensuring service delivery, outcomes, and financial stewardship are monitored, escalated and improved.
Embed governance, risk and compliance requirements across procurement and contracts (including delegations, probity, records, and audit actions), supporting transparent investment of public funds and organisational assurance.
Lead continuous improvement and capability uplift for the Contracts & Procurement function, including optimising systems and data to support efficient processes, performance reporting and decision-support.
Provide visible people leadership for the Contracts & Procurement team, including performance development, coaching and supervision, workforce planning, and fostering a culture of accountability, collaboration and service excellence.
Key Selection Criteria
- Relevant tertiary qualification in business, commerce, law, procurement, contract management or a related field; and/or senior-level experience in procurement, contracts or service provider management, preferably in health or human services.
- Proven experience leading end-to-end procurement,
and contract management in complex commissioning service environments, including evaluation, negotiation and outsourced provider arrangements.
- Strong understanding of procurement governance, contract lifecycle management, probity, delegations, risk, records, audit and assurance requirements.
- Ability to interpret contract terms and legal advice and translate them into clear procurement and contract documentation, guidance and decisions.
- Highly developed stakeholder engagement, influencing and negotiation skills, with the ability to partner with health providers, internal teams and senior leaders to achieve primary health service outcomes.
- Demonstrated leadership, judgement and continuous improvement capability, including building team capability and improving systems, processes and reporting.
- Ability to use data, reporting and governance documents to support contract performance, prioritisation and executive decision-making in a health service commissioning context.
