The Eastern Metropolitan Regional Council (EMRC) is seeking an experienced Manager Human Resources to lead the development and delivery of contemporary people strategies that strengthen organisational culture, build workforce capability, support organisational performance and workplace safety.

Reporting to the Chief Financial Officer , this senior leadership position plays a critical role in partnering with the Executive Leadership Team to drive strategic workforce initiatives, organisational development, leadership capability and cultural transformation across the organisation.

About the Role

As Manager Human Resources, you will lead a professional team responsible for workforce strategy, organisational development, employee and industrial relations, talent management, workforce planning, wellbeing, recruitment and capability development.

Key responsibilities include:

Leading the development and implementation of workforce planning and talent management strategies.

Driving organisational culture, employee engagement and continuous improvement initiatives.

Developing leadership capability frameworks and learning programs.

Providing expert advice on employee relations, industrial relations and workforce management.

Lead the management of WHS risks and supporting functions to keep the workplace secure and compliant.

Leading organisational change and transformation initiatives.

Overseeing strategic recruitment, workforce attraction and employer branding activities.

Managing workers compensation, wellbeing and workforce risk programs.

Delivering strategic workforce insights and recommendations to the Executive Leadership Team.

About You

You are a highly strategic and influential leader in the people and culture space,



possessing exceptional commercial acumen and a demonstrated commitment to cultivating high-performing organisational cultures. Your track record reflects the capacity to establish trusted relationships at all levels, effectively influence executive decision-making, and successfully lead complex organisational change and transformation initiatives.

To succeed in this role, you will bring:

Significant experience in a senior Human Resources, People and Culture, or Organisational Development leadership role.

Demonstrated success leading workforce planning, organisational development and culture initiatives.

Experience developing leadership capability, succession planning and talent management programs.

Extensive experience managing complex employee and industrial relations matters.

Strong knowledge of employment and WHS legislations, Awards and industrial frameworks.

Outstanding communication, stakeholder engagement, negotiation and leadership skills.

Experience leading organisational change and transformation programs.

Qualifications

You will hold a tertiary qualification in Human Resources, Industrial Relations, Organisational Development, Business, Psychology or a related discipline. Postgraduate qualifications will be highly regarded.
