We are seeking a highly experienced Management Consultant to support the delivery of procurement and contracting advisory services in accordance with RFQTS requirements. The consultant will play a pivotal role in shaping procurement methodologies, evaluating contracting options, and developing tender documentation to support Commonwealth agency objectives. This role demands strategic insight, commercial acumen, and a deep understanding of the Commonwealth Procurement Rules (CPRs) and relevant departmental policies.
Key Responsibilities
- Lead the development of procurement strategies, tender evaluation plans, and approach-to-market documentation (EOI, RFT, RFQ).
- Design and facilitate industry briefings and market engagement activities.
- Support evaluation processes including development of evaluation reports, negotiation directives, and negotiation reports.
- Provide expert advice on contracting options and risk mitigation strategies.
- Draft contract documentation and assist in contract negotiations and finalisation.
- Develop contract management plans and support ongoing contract administration.
- Prepare delegate approval submissions and ensure alignment with CPRs and departmental procurement policies.
- Contribute to procurement governance, including policy reviews, process mapping, and assurance activities.
- Ensure knowledge transfer and documentation of all activities to internal stakeholders.
Required Qualifications & Experience
- Demonstrated experience in delivering complex procurement and contracting services within Commonwealth agencies.
- Proven track record in developing procurement documentation and managing end-to-end tender processes.
- Solid understanding of CPRs, and departmental procurement frameworks.
- Experience in contract management, including performance monitoring and compliance assurance.
- Excellent stakeholder engagement and communication skills.
- Relevant tertiary qualifications in law, commerce, public administration, or a related field.
Desirable Attributes
- Experience with Defence or Industry portfolios, particularly in high-value or high-risk procurement environments.
- Familiarity with ASDEFCON templates and Defence Protected Network protocols.
- Ability to work collaboratively in multi-disciplinary teams and manage competing priorities.
- Strategic thinking and ability to deliver value-for-money outcomes in complex regulatory environments.
