Senior Estimator – Height Safety & Access Systems

Technical Safety Pty Ltd is seeking an accomplished Senior Estimator to lead complex estimating, tendering and pre‑construction activities across our height‑safety, roof‑access and fall‑protection projects.
This is a senior, client‑facing position for an estimator with excellent commercial judgement, advanced construction drawing interpretation skills and the ability to take complete ownership of tenders from initial review through to submission, negotiation and project handover.
You will work directly with the Director and collaborate closely with our Project Coordinator, Junior Estimator, project teams, installers, suppliers, engineers, builders and external consultants.
This is not a junior estimating or purely drafting position. The successful candidate will be trusted to influence tender strategy, technical solutions, pricing decisions and the continued development of our estimating systems.
About Technical Safety
Technical Safety is a specialist provider of height‑safety, roof‑access, fall‑protection and façade‑access solutions for commercial buildings and construction projects.
Our work includes anchor systems, static lines, horizontal lifelines, ladders, stairs, guardrails, walkways, platforms, roof hatches, skylight‑protection systems, rope‑access provisions and other specialist access solutions.
We work with builders, developers, property groups, facility managers, strata organisations, councils and consultants to deliver practical, compliant and commercially competitive systems.
Key responsibilities
Estimating and tender management
- Take ownership of the complete tender process, from opportunity review and initial scope assessment through to final submission, clarification, negotiation and handover.
- Review architectural, structural, roof, façade, services and engineering drawings, specifications, schedules, tender addenda, consultant reports and subcontractor scope documents.
- Identify incomplete information, documentation conflicts, design risks, access limitations and scope gaps before pricing.
- Complete accurate quantity take-offs, system measurements, bills of quantities and material schedules.
- Develop detailed first‑principles estimates covering labour, materials, fabrication, engineering, freight, plant, access equipment, cranes, EWPs, scaffolding, supervision, testing, certification, preliminaries, staging and project‑specific requirements.
- Obtain, review and compare quotations from suppliers, manufacturers, engineers and subcontractors.
- Prepare comprehensive quotations and tender submissions containing clearly defined inclusions, exclusions, assumptions, qualifications, alternatives, lead times and proposed delivery methodology.
- Review tender conditions and subcontract requirements, including design responsibility, warranties, retentions, securities, liquidated damages, program obligations, access constraints and other commercial risks.
- Prepare and manage RFIs, tender clarifications and scope queries.
- Develop compliant alternative solutions and value‑engineering proposals without compromising safety, quality or design intent.
- Participate in tender interviews, scope reviews, commercial negotiations and post‑tender clarification meetings.
- Maintain an accurate tender register, submission calendar, pricing database, supplier information and historical project cost records.
- Assist the Director with bid strategy, margin review, commercial risk assessment, workload forecasting and go/no‑go decisions.
- Review tender outcomes and contribute to win/loss analysis and continuous pricing improvement.
Technical scoping and design coordination
- Interpret complex architectural and construction plans to determine safe roof‑access, fall‑protection and façade‑maintenance requirements.
- Understand roof layouts, fall hazards, access routes, structural substrates, maintenance zones, installation constraints and interaction with other building elements.
- Produce or coordinate professional concept layouts, plan mark‑ups, system schematics and tender drawings using AutoCAD and Bluebeam Revu.
- Select suitable systems and components based on the intended application, substrate, site conditions, manufacturer requirements and relevant compliance obligations.
- Coordinate design information with architects, builders, façade consultants, structural engineers, hydraulic consultants, mechanical contractors and other project stakeholders.
- Prepare clear engineering briefs and coordinate with suitably qualified engineers when certified designs, structural calculations or design verification are required.
- Ensure tendered solutions consider installation methodology, waterproofing interfaces, structural limitations, construction sequencing, future inspections, maintenance and safe system use.
- Apply a sound working knowledge of current Australian Standards, the National Construction Code, WHS requirements and manufacturer instructions relevant to height safety and access systems.
- Provide technical input to and quality review of tender returnables, ITPs, SWMS, O&M; manuals, compliance packs and installation documentation in collaboration with the Project Coordinator.
- Complete structured post‑award handovers so project teams clearly understand the accepted scope, pricing basis, exclusions, risks and client commitments.
Client and stakeholder management
- Communicate confidently and professionally with builders, architects, consultants, property managers, facility managers, strata representatives and suppliers.
- Lead client meetings, tender interviews, scope workshops, design discussions and site inspections.
- Present and explain technical solutions clearly in person, over Microsoft Teams and through formal written correspondence.
- Build trusted, long‑term client relationships while protecting the company’s commercial position.
- Respond to technical and commercial questions accurately and within required tender deadlines.
- Manage difficult scope discussions, competing interpretations and negotiations professionally.
- Maintain exceptional standards of written communication, documentation and follow‑up.
Leadership and process improvement
- Review take‑offs, quotations, layouts and tender documents prepared by the Junior Estimator.
- Provide practical guidance, technical support and mentoring to developing team members.
- Work closely with the Project Coordinator to ensure tender documentation and submission requirements are complete.
- Establish quality‑control checks to reduce estimating errors, omissions and inconsistencies.
- Improve estimating templates, quotation formats, product libraries, labour allowances, standard inclusions and exclusions, and pricing procedures.
- Help develop scalable systems that improve tender accuracy, turnaround time and reporting.
- Demonstrate excellent integrity when handling confidential pricing, supplier, client and company information.
About you
To succeed in this position, you will bring:
- At least seven years of estimating or pre‑construction experience within commercial construction, specialist contracting or a closely related sector.
- Demonstrated experience independently managing complex tenders from initial documentation review through to submission and negotiation.
- Advanced ability to interpret architectural, structural, roof, façade and construction drawings.
- Strong first‑principles estimating, quantity take‑off, BOQ preparation and commercial analysis skills.
- Excellent understanding of construction methodology, labour productivity, materials, plant, site access and installation sequencing.
- Experience identifying contractual, technical, program and commercial risks.
- Strong working proficiency in Bluebeam Revu, AutoCAD or AutoCAD LT and Microsoft Excel.
- Experience using tender platforms such as TenderLink, EstimateOne, VendorPanel, NSW eTendering or equivalent.
- Familiarity with project and document‑management platforms such as Aconex, Procore, Autodesk Construction Cloud, HammerTech, Trello or equivalent.
- Experience with estimating or take‑off software such as Cubit, CostX, Buildsoft, Expert Estimation or an equivalent system.
- Excellent written and spoken English, including the ability to prepare professional quotations, tender submissions, RFIs and client correspondence.
- Confidence conducting face‑to‑face and Microsoft Teams meetings with senior client representatives.
- Robust organisation, attention to detail and the ability to manage multiple competing tender deadlines.
- The ability to work independently while collaborating effectively with the Director, Project Coordinator and Junior Estimator.
- A high level of commercial integrity, accountability and confidentiality.
- A current Australian driver licence and willingness to attend project sites and client meetings.
- Construction White Card and unrestricted Australian working rights.
A qualification in construction management, quantity surveying, engineering, architecture, building and construction, estimating or a related discipline will be highly regarded. However, substantial and directly relevant industry experience may be considered in place of formal qualifications.
Highly regarded experience
Direct experience in one or more of the following areas will be especially valuable:
- Height‑safety and fall‑protection systems
- Roof‑access systems
- Commercial roofing and waterproofing interfaces
- Façade access or rope‑access provisions
- Architectural metalwork
- Structural steel
- Ladders, stairs, platforms, walkways and guardrails
- Anchor points, static lines and horizontal lifeline systems
- Specialist subcontractor packages for Tier 1 and Tier 2 builders
- Government, council or institutional tender submissions
- Relevant Australian Standards, including the AS/NZS 1891 series, AS 1657, AS 5532 and AS/NZS ISO 22846, where applicable
- BIM model review using Revit, Navisworks or similar viewing and coordination tools
Direct height‑safety experience is strongly preferred; however, candidates with exceptional specialist construction estimating experience and the ability to quickly develop product and compliance knowledge are encouraged to apply.
