Yolk Digital is engaged by Services Australia to provide experienced Senior Project Managers to oversee the high quality and consistent delivery of projects within one of the largest service delivery portfolios in government.
Working under the broad direction of senior staff, you'll oversee the design, planning, development, implementation and evaluation of project outputs, taking real ownership of delivery. You'll manage strategic stakeholders across all tiers of government to drive the implementation and integration of projects at the operational level, and represent the agency in cross-agency and inter-jurisdictional forums.
This is a leadership role: you'll lead and develop project staff, drive innovation, manage change and contribute directly to the agency's strategic direction, with oversight of budgets, contracts, procurement and project risk along the way.
Location
ACT, QLD, or SA (capital city of the selected state). Hybrid: onsite for the first 6 weeks before a hybrid flexible working arrangement can be considered, with a residing address within reasonable travel time of the work location.
Duration
12 months, commencing 5 October ****, with extension options up to a maximum of 24 months.
Clearance & Citizenship
Must be able to obtain Baseline security clearance. Australian citizens only.
Key Responsibilities
Manage, lead and deliver projects that may have an agency wide impact
Develop, implement and evaluate project plans and schedules in accordance with the agency's project management framework and consider project interdependencies
Collaborate with staff in immediate work area and with internal and external stakeholders
Oversee project design, governance arrangements and operational integration
Ensure project deliverables and milestones are met on time and within budget
Lead strategic planning for longer term project initiatives
Lead and manage staff and oversee the management of performance, attendance and health and wellbeing
Develop staff capability through coaching and succession planning
Provide high level strategic advice and feedback to stakeholders and the agency's executive
Research, review and evaluate projects within a section or specialist area
Report on project objectives and outputs for presentation to the executive, and oversee ongoing project reporting
Oversee, review and advise on written material including business cases, plans,



reports, executive and ministerial briefs and corporate documentation
Plan, manage and monitor financial budgets and oversee the management of contracts, procurement, resources and expenditure
Identify, assess, manage, elevate, report and monitor project risks, issues and benefits, including developing treatment strategies
Analyse project performance and oversee quality management to ensure that project deliverables are fit for purpose and meet client needs
Drive innovation, manage and lead change, and actively contribute to and implement the agency's strategic direction
Engage, negotiate and manage key strategic stakeholder relationships to deliver projects and respond to changes in needs and expectations
Represent and negotiate on behalf of the agency to advance the agency's interests at external, cross-agency, inter-jurisdictional and other forums
Act with integrity by promoting workplace practices aligned with the APS Values and the APS Code of Conduct
Exercise delegations appropriate to role in accordance with legislation and guidelines
Skills & Experience
Apply knowledge and skills in project and program management frameworks

Collaborate with others
1. Financial management (SFIA Level 4): Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process, service, project and component costs for financial planning and budgeting.



Collates required financial data and reports for analysis and to facilitate decision-making.
2. Organisational change management (SFIA Level 6): Defines and communicates the approach for change management for a significant part of the organisation. Initiates, plans and leads strategic, large and complex change management initiatives. Provides guidance and raises awareness to help change leaders demonstrate effective behaviours to deliver organisational change. Establishes feedback processes and leads analyses of change management successes. Enables continual improvements to change management methodology, tools and training necessary to enhance the maturity across the organisation.
3. Project management (SFIA Level 6): Takes full responsibility for the definition, documentation and successful completion of complex projects. Adopts and adapts project management methods and tools. Ensures that effective project monitoring and control processes, change control, risk management and quality processes are employed and maintained. Monitors and controls resources, revenue and capital expenditures against the project budget. Manages the expectations of key project stakeholders.
4. Requirements definition and management (SFIA Level 5): Plans and drives scoping, requirements definition and prioritisation activities for large, complex initiatives. Selects, adopts and adapts appropriate requirements definition and management methods, tools and techniques. Contributes to the development of organisational methods and standards for requirements management. Obtains input from, and agreement to requirements from a diverse range of stakeholders. Negotiates with stakeholders to manage competing priorities and conflicts. Establishes requirements baselines. Ensures changes to requirements are investigated and managed.
5. Stakeholder relationship management (SFIA Level 5): Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.
