About the role
Fixed Term Opportunity - 12 months
The Principal Policy Analyst leads complex policy and legislative reform projects to improve Victoria's planning system. The role manages reforms from planning through to implementation, undertaking policy reviews, research, evidence analysis and consultation to develop practical, evidence-based advice for Government.
The role provides strategic advice to Ministers and senior executives, prepares high-quality policy and legislative documents, and works closely with government, industry and community stakeholders. It also establishes project governance, manages risks and implementation, develops reform options, and promotes culturally safe, inclusive practices throughout policy development and delivery.

Leads the design and delivery of complex policy and legislative reform using evidence, strategic thinking and clear policy development.
Solves complex problems by applying sound judgement and considering legal, political, operational and community impacts.
Successfully manages large, multi-stage projects, balancing priorities, governance, risks and stakeholder expectations to deliver outcomes.
Builds solid relationships and collaborates effectively across government and with diverse stakeholders to achieve shared objectives.
Adapts to changing priorities, embraces new ways of working and fosters a collaborative, inclusive team culture.
Understands issues and pressures to which the organisation has to respond; Demonstrates an understanding of the policy, legal and political environment in which Government decisions are made; Understands the reasons behind the organisational climate and culture. (applied).
Qualifications and experience
You'llbring:
A tertiary qualification in public policy, economics, law or a related discipline
(mandatory).
Experience leading major strategic policy reviews, legislative and regulatory reform projects or complex public policy initiatives, including preparing Cabinet submissions, policy proposals and other government decision-making documents such as Legislative Impact Assessments (LIA) and Regulatory Impact Statements (RIS).
A strong understanding of planning, building, housing, legal, infrastructure or regulatory policy, with experience working across these government policy environments.
