EOI - Senior Commercial Officer

Grade: 9/10

Salary range: $133,348-146,945 + superannuation and leave loading

Duration: temporary full time role for up to 12 months

Location: Hybrid with an in-office requirement 2 days a week in Sydney, McKell. This may be subject to change in line with DCS workplace policies

Lead complex procurement and contract management activities that support the delivery of critical telecommunications and technology services across NSW.

Working in a fast-paced environment, you will manage high-value procurement and contract management activities, provide expert commercial advice, and partner with stakeholders to deliver compliant, value-for-money procurement outcomes.

About the team

This role sits within the Commercial team in NSW Telco Authority.

The team supports procurement and contract management activities across the organisation and partners with internal stakeholders, suppliers and other government agencies to plan, develop and deliver complex procurement outcomes. The team plays a critical role in ensuring compliance with NSW Government procurement frameworks and policies while delivering strong commercial outcomes.

Your responsibilities will include

- Performing end-to-end procurement activities, partnering with stakeholders to plan, develop, source and manage procurement arrangements
- Undertaking business needs assessments, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions
- Reviewing and adapt NSW Government procurement schemes to ensure compliance with relevant legislation, policies and frameworks
- Leading the development and implementation of sourcing strategies that deliver value-for-money outcomes
- Managing procurement and contract activities across multiple initiatives concurrently
- Implementing and managing contract and vendor management frameworks to ensure service delivery is monitored and reported
- Providing expert procurement and commercial advice to support project delivery and business objectives
- Building strong stakeholder relationships and contribute to procurement capability uplift across the organisation
- Collaborating with suppliers and stakeholders to resolve issues and achieve successful commercial outcomes

To be successful in this role you will have

- Demonstrated experience leading complex, high-value procurements and contract management activities
- Strong knowledge of the NSW Procurement Policy Framework, governance and probity requirements
- Proven ability to exercise independent commercial judgement and manage risk in an advisory capacity
- Experience negotiating and managing complex contracts and supplier relationships
- Strong stakeholder engagement and influencing skills, including experience working with senior executives
- High-level written and verbal communication skills

Nice to have

- Experience in telecommunications and IT procurements
- Category management or strategic sourcing experience
- Familiarity with NSW Government ICT schemes such as SCM0053 or SCM0020, or telecommunications procurement frameworks
