Risk and Change Lead

Govern uncertainty and change across a nationally significant rail program.

Location: Brisbane CBD

Work model: Hybrid — min. 3 days/week on site

Engagement: Full-time contract

About the program

STEPS Labour & Recruitment is recruiting on behalf of the IPM Engineering group for a major digital rail signalling upgrade program being delivered across the South East Queensland passenger rail network. The program is modernising train control to improve network safety, reliability and capacity, and is one of the most significant rail technology deployments currently under way in Australia.

The program’s Project Management Office is already established and operating as the central coordination function for governance, planning, risk, change, reporting, financial management and information management. We are appointing four senior specialists to operate, mature and continuously improve that function, embedded within the client’s project office in the Brisbane CBD. A hybrid arrangement is available, with a minimum of three days per week on site.

The role

Lead program-wide risk, opportunity and change control on a major rail signalling program.

Reporting to the PMO Lead, you will own the frameworks that govern uncertainty and change across the program. You will lead risk, opportunity and issue management across every workstream, run the change control process end to end, and give program leadership a clear, integrated view of exposure, contingency and the cumulative impact of approved change.





What you’ll be doing

- Establish and maintain the Program Risk and Opportunity Management Framework.
- Lead risk and opportunity management activities across all workstreams.
- Maintain the integrated risk, prospect and issue registers.
- Facilitate qualitative and quantitative risk assessments, including QRA.
- Run risk workshops and periodic risk reviews with delivery teams and executives.
- Monitor treatment actions and the effectiveness of risk reduction.
- Coordinate escalation of critical risks and issues, and support contingency management and risk-based forecasting.
- Establish and maintain the Program Change Control Framework and manage the Program Change Register.
- Coordinate Change Control Board meetings and approvals.
- Assess change impacts across scope, cost, schedule, risk and benefits.
- Ensure approved changes are incorporated into program baselines and monitor their implementation.
- Provide integrated risk and change reporting, trend analysis and executive briefings.

What you’ll bring

Essential

- Extensive experience in risk management and change control on major projects or programs.
- Working knowledge of enterprise risk frameworks and project governance.
- Demonstrated experience facilitating risk workshops and reporting at executive level.
- Strong analytical and problem-solving capability, with high attention to detail.
- Confident facilitation,



communication, influencing and negotiation skills.

Highly regarded

- Experience in transport, infrastructure or rail delivery environments.
- Quantitative risk analysis using tools such as Primavera Risk Analysis, @RISK or Safran Risk.
- Familiarity with ISO 31000 and formal configuration and baseline governance.
- Exposure to digital signalling or train control programs.
