Primary objective

Provide high quality and evidence-based research and analysis on project management activities to progress the delivery of the Adelaide River Off-stream Water Storage (AROWS) project.

Context statement The AROWS project is a unique and innovative major water infrastructure project that can deliver complementary outcomes of water availability and environmental sustainability on a scale not seen anywhere else in Australia.

Key duties and responsibilities

- Provide high‑quality, evidence‑based research and analysis to support complex project planning, risk identification,

de‑risking activities and delivery sequencing across major infrastructure programs.

- Support the delivery of the AROWS project by contributing to project research, assessments, planning, procurement,

contract management, project controls and stakeholder engagement activities.

- Prepare high‑quality project documentation, including briefs, papers,



presentations and correspondence, to support

Ministerial, Cabinet and agency decision‑making and ensure effective project governance.

- Represent the NT Government in intergovernmental forums and working groups, providing project‑related advice and contributing to coordinated cross‑jurisdictional planning and delivery.
- Build and maintain productive stakeholder relationships, anticipating needs, managing expectations and ensuring effective collaboration across government, industry and community stakeholders.
- Drive strategic and cutting-edge thinking to identify project opportunities, options and solutions that improve delivery efficiency, mitigate risks and support program outcomes.

Selection criteria

Essential

- Experience in project research, analysis and policy interpretation, with demonstrated conceptual and analytical skills to understand, assess and assist in resolving complex project issues.
- High‑level written and verbal communication skills, including the ability to deliver clear, considered project advice and prepare high‑quality briefings, papers, presentations and Ministerial correspondence.
- Strong collaboration and interpersonal skills, with a proven ability to build and sustain productive working relationships with stakeholders across government, industry and the community to achieve project outcomes.
- Demonstrated capability to represent the agency in cross‑agency, intergovernmental and external working groups, and to maintain effective professional relationships in complex project environments.
- Understanding of Northern Territory and national industry, economic and development trends, including the political context, and the ability to translate this knowledge into meaningful project advice.
- Demonstrated ability to work independently and as part of a project team, managing competing priorities and contributing to the achievement of project deliverables.

Desirable

- Qualifications in project management and / or knowledge and experience with large scale infrastructure projects in a public sector or equivalent context.
