The Roles
Following discussions between the ACT Aboriginal and Torres Strait Islander Elected Body (ATSIEB) and ACT Government Ministers regarding implementation of the Jumbunna Review into the Overrepresentation of Aboriginal and Torres Strait Islander People in the ACT Justice System, Coolamon Advisors is seeking expressions of interest from experienced professionals for two specialist positions supporting the ATSIEB Secretariat:Aboriginal and Torres Strait Islander Child, Youth and Family Justice AdvisorAboriginal and Torres Strait Islander Adult Justice Advisor
These positions will support ATSIEB in providing independent, evidence-informed advice across justice reform initiatives and implementation activities. As Coolamon Advisors delivers the Secretariat function supporting ATSIEB, these advisor roles will operate independently of individual Aboriginal Community Controlled Organisations (ACCOs). While ACCOs will remain central partners through ATSIEB-led consultation and reform activities, maintaining independent advisor positions helps preserve trust, neutrality and a whole-of-system perspective.
The ACT justice system comprises distinct youth and adult justice systems, each with different legislative frameworks, stakeholders, policy settings and reform priorities. Accordingly,



we are seeking two specialist advisors who will work collaboratively while leading advice within their respective areas of expertise.
Together, the advisors will support ATSIEB and government to:provide strategic policy and implementation advice on Aboriginal and Torres Strait Islander justice reformsupport implementation of recommendations arising from the Jumbunna Review and other justice reform initiativesalign work across the ATSIEB Hearings Report, the ACT Aboriginal and Torres Strait Islander Agreement, the National Agreement on Closing the Gap and other related reformsengage with Aboriginal and Torres Strait Islander communities, leaders, government agencies and key stakeholdersprepare high-quality briefing papers, reports, policy advice and strategic recommendations, andbuild trusted relationships across government and community while maintaining independence and integrity.
The Child, Youth and Family Justice Advisor will focus on issues including (but not limited to):youth justicechild protection interfacesdiversionearly interventionfamily supporteducation and wellbeing, andculturally secure responses for children and young people.
The Adult Justice Advisor will focus on issues including (but not limited to):adult correctionspolicingcourtssentencingbailrehabilitationreintegration, andlong-term systemic reform.
Although distinct, both advisors will work closely together to ensure reforms remain connected, coordinated and centred on community priorities. The purpose of both roles is to work within established evidence and reform frameworks to support the design,



implementation and monitoring of coordinated initiatives that address the systemic causes of, and reduce, the overrepresentation of Aboriginal and Torres Strait Islander peoples in the ACT justice system.
About You
We are interested in hearing from people who bring a combination of lived experience, professional expertise and a commitment to improving outcomes for Aboriginal and Torres Strait Islander peoples.
Required attributes include:Aboriginal and/or Torres Strait Islander persondemonstrated experience within either the youth justice, child and family, or adult justice systemsexperience working on Aboriginal and Torres Strait Islander justice policy, programs or service deliverystrong understanding of Aboriginal and Torres Strait Islander cultures, communities and contemporary policy issuesexperience engaging with Aboriginal Community Controlled Organisations, community leaders and governmentexcellent relationship-building, communication and stakeholder engagement skills, andability to work across complex reform environments and multiple stakeholders.
Desired attributes include:familiarity with the Jumbunna Reviewunderstanding of Closing the Gap reforms, andknowledge of ACT Government systems and Aboriginal and Torres Strait Islander governance arrangements.
While our immediate recruitment priority is the two Justice Advisor positions, this merit pool will also be used to identify suitable candidates for future opportunities across Coolamon Advisors. Please note, this is an identified role for Aboriginal and/or Torres Strait Islander people.
