About the Branch

The Digital Platforms Division leads the management and delivery of our core technology platforms and associated operational services. They support DGS and partner agencies in delivering secure, reliable and user -focused digital services, aligned with the Victori n Government's digital strategy and priorities. The division is accountable for the end-to-end lifecycle management of digital platforms across the department, including strategic planning, design, development, testing and quality assurance, security, service management, platform operations.

The division works in partnership with internal and external stakeholders to ensure platforms are scalable, compliant, and responsive to evolving government and community needs.

About the Role

The Chief Technology Officer (CTO), Shared Services & Digital Platforms provides strategic leadership for the Department's enterprise architecture function,



shaping the enterprise architecture roadmap to support Department strategic objectives, digital transformation agenda and supports whole-of-government shared services.

Working closely with the Chief Information Officer, Shared Services & Digital Platforms and other senior stakeholders, the CTO provides authoritative advice on technology strategy, emerging technologies and architectural direction to support enterprise-wide decision-making and organisation transformation In this role you will build enterprise architecture capability and foster collaboration across business and technology functions to ensure the department technologies deliver long-term value, manage strategic risk and improve outcomes for the Victorian Community.

Key Accountabilities

- Lead the development and ongoing evolution of the Departments enterprise architecture strategy and long-term technology roadmap, ensuring alignment and driving the Departments strategic objectives, digital transformation agenda, whole-of-government priorities and positive public value.

- Chairs the department's Architecture review Board and oversees governance for architecture in general. Also sits as a key member of the WOVG ARB and any other key shared technology committees.

- Provide authoritative advice on current and emerging technologies, architecture trends and industry best practice to inform decisions, organisational capability and future service delivery models.

- Lead enterprise architecture contributions to complex business and digital transformation initiatives, identifying opportunities to simplify technology landscapes, continuous improvement, organisational capability and deliver sustainable business outcomes.

- Ensure enterprise architecture practices support compliance with legislative, regulatory, security and whole-of-government requirements, while proactively identifying and managing strategic technology risks and providing assurance over architectural integrity.

- Establish and oversee enterprise architecture governance frameworks, standards, principles and decision-making processes that promote consistency, interoperability, scalability and effective risk management across the Department.

- Work closely with the Solution Architecture practice ensuring solution designs align to the department's technology roadmap, standards and patterns.





- Have a robust commercial acumen and understand financial implications of technology decisions and work towards creating a cost-effective technology strategy and roadmap.

About You

We are seeking applicants who have demonstrated experience from the following criteria:

- Demonstrated experience leading enterprise architecture or technology strategy within a large, complex organisation, including the development of long-term technology roadmaps, architecture frameworks and governance that enable organisational transformation and align technology investment with strategic objectives.

- Proven ability to build trusted relationships and influence executive stakeholders across organisational boundaries, providing strategic advice and navigating complex environments to achieve enterprise-wide outcomes.

- Demonstrated success leading and developing high-performing multidisciplinary teams, fostering a culture of collaboration, innovation, accountability and continue improvement while building organisation capability.

- Demonstrated ability to translate organisational strategy into practical technology and business outcomes, balancing innovation, risk, investment and operational considerations to deliver sustainable, customer-focused services.

- Extensive experience establishing governance frameworks and providing oversight of complex technology initiatives, ensuring compliance with legislative, security and whole0of0governemnt requirements while managing strategic risk.

- Demonstrated digital literacy with a strong understanding of emerging technologies including artificial intelligence (AI), automation and data-driven capabilities. Proven ability to evaluate and apply these technologies to improve organisational performance, enhance service delivery and inform strategic decision making.

Mandatory requirements

- A relevant tertiary qualification relating to the role and senior leadership in the Information technology space.
