Pacific Labour Mobility Support Program(PLMSP) | Palladium

Contract: Fixed-term|Full-time to September 2028

Palladium is contracted by the Australian Government’s Department of ForeignAffairs and Trade (DFAT) to deliver the Pacific Labour Mobility Support Program(PLMSP), supporting Pacific Island Countries and Timor-Leste to participate inthe PALM scheme in inclusive, safe and sustainable ways.
AboutPacific Labour Mobility Support Program
The Pacific Australia Labour Mobility(PALM) scheme is a signature initiative for the Australian Government thatenables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to workin priority sectors in Australia. The Pacific Labour Mobility Support Program(PLMSP) builds on the successes of the Pacific Labour Facility (PLF) program,with a renewed focus on the provision of tailored support to worker sendingcountries to address their specific needs and priorities. Palladium iscontracted to deliver PLMSP on behalf of Department of Foreign Affairs andTrade (DFAT).
The opportunity
The Training Support Manager will lead the development, implementation and continuous improvement of training and mentoringprograms that will assist the Labour Sending Units of participating sendingcountries, and other in-country stakeholders, to ensure each Pacific countryand Timor-Leste have effective engagement in PLMSP. Their primary objectivewill be to implement and support the PALM Prepare initiative acrossPALM sending countries.
Key responsibilities:
- Manage the on-going development and support to implementation of PALM Prepare for PALM scheme workers and families from all sending countries and facilitate the roll-out of any subsequent versions or updates.
- Implement broader training, learning and development options for workers and families over the life cycle of the PALM journey.
- Ensure effective mentoring, communication, cross-learning and sharing of tools across LSU’s through the growth of the Trainer Community of Practice.
- Partner with Sending Country Governments and PLMSP Labour Mobility Engagement Manager’s,
Program Managers and Labour Mobility Coordinators on the annual planning and LSU Capacity Assessment to identify training needs and deliver effective learning solutions.
- Provide updates on training activities and initiatives to sending country governments, PLMSP and DFAT as requested.
- Work with the Worker and Family Preparedness Senior Manager, to contribute to regional planning and budgeting for all training programs, utilising the analysis of sending countries capacity development and institutional strengthening needs.
- Champion innovative learning approaches, including digital learning, technology and AI-enabled solutions.
- Train, mentor and coach more junior colleagues, supporting them to work through ambiguity and ensuring messages from leadership are supported and clearly cascaded.
About you
You will bring:
- Tertiary qualifications in education, training, international development, project management or a related discipline.
- Extensive experience developing, facilitating and managing training programs, ideally in English as a Second Language (ESL) context.
- A solid understanding of the Australian technical and vocational education system.
- Experience working with programs in the Pacific, with a robust understanding of GEDSI concepts and issues.
- Strong stakeholder engagement skills and the ability to collaborate effectively with partner governments, civil sector and the private sector.
- Excellent communication, presentation and report-writing skills.
- The ability to work independently, manage competing priorities and deliver results in a dynamic environment.
- Due to the evolving nature of our program, it is possible that the incumbent may be expected to undertake duties that fall outside the remit of their original Terms of Reference as reasonably required to ensure the ongoing success of the program
