Primary objective

Lead and manage the provision of all-of-government cyber resilience services, providing leadership, specialist advice and management of a cyber exercise program, cyber security training and awareness programs and emergency management coordination.

Context Statement The Department of Corporate and Digital Development manages digital services on behalf of NT Government agencies. The position operates within the Cyber NT unit providing expertise and leadership in cyber resilience activities that strengthen the cyber security posture for the NTG. The position has involvement in sensitive issues and out of hours work may be required.

Key duties and responsibilities





1. Provide strategic advice to Executive management and represent DCDD and NTG on Territory, State and Federal forums; establish

and maintain solid collaborative relationships, and develop and present executive correspondence and a range of high-level documentation.
1. Oversee the development and delivery of the NT Government’s cyber awareness and training programs, including engagement with

Australian Government agencies and industry partners.
1. Oversee the development, implementation and review of cyber emergency management hazard plans and procedures.
2. Develop security incident response plans and support cyber security incident and consequence management and coordination in an

emergency management context; represent the agency and NTG on emergency management forums.
- Maintain awareness of the internal and external cyber threat environment and legal, regulatory compliance and contractual obligations.
- Operate as a senior leader within the Cyber NT unit and broader ICT Services division, supporting and guiding others and working collaboratively across the Digital Services portfolio to ensure alignment with Digital activities and Agency initiatives and priorities.

Selection criteria

Essential

1. Proven experience in public administration with knowledge of cyber security frameworks and the regulatory environment, including





the Security of Critical Infrastructure Act, Cyber Security Act and Privacy Act and Notifiable Data Breach Scheme.

1. Practical knowledge and experience in emergency management arrangements, functions and practices.
2. Highly developed communication skills with demonstrated analytical capability to interpret and apply technical information, legislation

and policy requirements and develop written documentation to a high standard for a wide range of audiences.
- Strong strategic, analytical and conceptual skills, including proven experience in policy and project development and implementation;

the ability to work with stakeholders to deliver outcomes and to manage multiple projects and deadlines.
- Demonstrated experience in senior leadership and contemporary management practices including high level interpersonal and stakeholder engagement skills with the ability to interact and present to people from diverse cultural backgrounds.
- Hold or have eligibility to obtain Negative Vetting 1 National Security Clearance.

Desirable

1. Tertiary qualification in ICT, cyber security, law, risk management or a related discipline.
2. Post-graduate qualifications in a relevant discipline (e.g. emergency management, governance and compliance).
