Murujuga Aboriginal Corporation (MAC) represents the Ngarluma, Yindjibarndi, Mardudhunera, Yaburara and Wong-Goo-Tt-Oo peoples, the recognised Traditional Owners and Custodians of Murujuga. Murujuga is one of the world's most significant cultural landscapes, home to an extraordinary collection of more than one million ancient petroglyphs that reflect tens of thousands of years of continuous cultural knowledge, tradition and connection to Country. With its recent inscription on the UNESCO World Heritage List, Murujuga has been recognised as a place of outstanding universal value, celebrating one of the oldest continuing living cultures on Earth.

Governed by a Board of Directors representing each of the five Traditional Owner groups and guided by the Murujuga Circle of Elders, MAC is dedicated to protecting, preserving and sharing the cultural, environmental and spiritual values of Murujuga for future generations.

Position Purpose

The Health, Safety and Environment (HSE) Advisor is responsible for developing, implementing and continuously improving Murujuga Aboriginal Corporation's health, safety and environmental management systems across all organisational operations. The role provides practical and strategic advice to the Executive, managers, employees and contractors to ensure compliance with legislative obligations while strengthening the systems, leadership and culture that support the wellbeing of people, the protection of Country and environmentally responsible work practices.

The HSE Advisor plays a key role in building organisational capability, fostering a positive safety culture and supporting environmental stewardship through practical leadership, education and continuous improvement. The role works collaboratively across the organisation to strengthen safe work practices, support informed decision-making and contribute to the sustainable delivery of MAC's programs, services and projects.

Working closely with Traditional Owners, employees, contractors and external stakeholders, the HSE Advisor helps build the systems, capability and culture that support the wellbeing of people, the protection of Country and the long-term sustainability of Murujuga Aboriginal Corporation.

Duties and Key Responsbilities

People

- Develop, implement and maintain MAC's Work Health and Safety Management System.
- Promote a culture where safety, wellbeing and personal accountability are embedded in everyday work practices.
- Develop and maintain HSE policies, procedures, standards and safe work practices.
- Lead hazard identification, risk assessment and control processes.
- Coordinate incident reporting, investigations and corrective actions.
- Conduct workplace inspections, audits and field safety reviews.
- Deliver inductions, toolbox talks and HSE training.
- Provide practical HSE advice and support to managers, employees and contractors.




- Promote employee wellbeing and psychosocial health initiatives.
- Monitor and report on organisational HSE performance.
- Foster continuous improvement in safety leadership and workplace practices.

Country

- Develop and maintain MAC's Environmental Management System.
- Monitor compliance with environmental legislation, approvals, licences and other environmental obligations.
- Coordinate environmental monitoring, inspections and audits.
- Investigate environmental incidents and implement corrective actions.
- Support environmental governance associated with the Murujuga Rock Art Monitoring Program (MRAMP).
- Assist with environmental approvals, assessments and consultation processes.
- Promote environmentally responsible work practices across the organisation.
- Identify opportunities to improve environmental performance and sustainability outcomes.
- Support the protection of Murujuga's environmental and cultural heritage values through sound environmental management practices.

Systems and Compliance

- Maintain HSE management systems, registers and organisational standards.
- Coordinate internal and external audits.
- Maintain organisational compliance registers and reporting systems.
- Support organisational risk management processes and maintain the Enterprise Risk Register.
- Monitor legislative and regulatory changes relevant to MAC's operations.
- Support business continuity and organisational resilience planning.
- Monitor implementation of corrective actions arising from audits, inspections and investigations.
- Drive continuous improvement across HSE systems, processes and practices.

Projects and Contractors

- Provide HSE support and advice to organisational projects and capital works activities.
- Participate in project planning, risk assessments and pre-start reviews.
- Implement contractor safety and environmental management processes.
- Review contractor risk assessments, management plans and safety documentation.
- Monitor contractor compliance with MAC requirements.
- Support procurement and contractor engagement activities from an HSE perspective.
- Participate in contractor performance reviews and assurance activities.

Governance and Reporting

- Prepare regular HSE reports for the Executive Leadership Team and Board.
- Monitor and report on organisational HSE performance indicators and trends.
- Maintain accurate HSE records, registers and documentation.
- Support development and review of organisational policies, procedures and governance frameworks.
- Provide advice to leaders to support informed decision-making and continuous improvement.

Cultural Heritage Responsibilites The HSE Advisor contributes to the protection of Murujuga's cultural heritage by:

- Supporting environmentally responsible land management practices.
- Ensuring operational activities comply with Cultural Heritage Management Plans and organisational requirements.
- Supporting consultation and decision-making processes that recognise Traditional Owner perspectives.
- Identifying and managing environmental risks that may impact cultural heritage values.




- Promoting environmental stewardship and a culture of caring for Country across the organisation.

Work Health and Safety Responsibilties The HSE Advisor is responsbile for:

- Demonstrating leadership in workplace health and safety.
- Ensuring compliance with MAC's Health and Safety Management System.
- Supporting managers and employees to meet their WHS obligations.
- Leading investigations into incidents, hazards and near misses.
- Monitoring corrective actions and continuous improvement initiatives.
- Promoting employee wellbeing and a positive safety culture.
- Supporting the development of systems and practices that protect people and promote safe, healthy and sustainable workplaces.

Selection Criteria

- Demonstrated experience implementing and maintaining health, safety and environmental management systems.
- Strong knowledge of contemporary WHS and environmental legislation.
- Experience conducting incident investigations, workplace inspections and audits.
- Demonstrated ability to identify hazards, assess risks and implement practical controls.
- Experience developing policies, procedures and compliance frameworks.
- Strong written communication, reporting and analytical skills.
- Demonstrated ability to build effective relationships with employees, contractors, Traditional Owners and external stakeholders.
- Ability to work independently, manage competing priorities and achieve outcomes.
- Commitment to fostering a positive safety culture, employee wellbeing and environmental stewardship.
- Ability to balance operational requirements with environmental, cultural heritage and organisational responsibilities.

Qualifications

Essential

- Certificate IV in Work Health and Safety or higher.
- Current C Class Driver's Licence.
- Minimum five years' experience in a WHS, HSE or environmental management role.

Desirable

- Tertiary qualification in Work Health and Safety, Environmental Management or a related discipline.
- Lead Auditor qualification (ISO 45001 and/or ISO 14001).
- Certificate IV in Training and Assessment.
- Formal training in incident investigation and root cause analysis methodologies such as ICAM, TapRooT, Cause Mapping or equivalent.
- Knowledge of ISO management systems and continuous improvement principles.
