ABOUT THE ROLE

The ICT & Digital Systems Manager is responsible for the effective, secure and reliable operation of KTF's information and communications technology environment across Australia and Papua New Guinea. The role provides both strategic oversight and hands-on technical support across KTF's hardware, software, cloud platforms, user accounts, networks, internet connectivity, domains, websites and cybersecurity environment.

A key focus of the role is ensuring that KTF's technology is practical, secure and appropriate for the environments in which the organisation operates, including remote locations in Papua New Guinea where connectivity, infrastructure and technical support can be constrained. The role will also provide technical guidance and support to KTF-supported education institutions and programs, including Balimo College, Balimo Academy - a K-12 school, KTF-supported FODE Colleges and other sites where KTF manages or supports technology infrastructure. The role will work closely with the COO, Australian and PNG operational teams, program teams, external ICT providers and education leaders to ensure technology enables rather than constrains KTF's work.

RESPONSIBILITIES

ICT Infrastructure and Operations

Oversee the day-to-day operation, maintenance and continuous improvement of KTF's ICT environment.

- Maintain an organisation-wide overview of KTF's ICT infrastructure, systems, devices and services.
- Configure, deploy and maintain laptops, tablets, mobile devices and other ICT equipment.
- Establish appropriate device configuration, security and standardisation across the organisation.
- Manage hardware procurement, allocation, replacement and disposal.
- Maintain an accurate ICT asset register, including equipment location, assigned users, warranty information and lifecycle/replacement planning.
- Troubleshoot hardware, software, network and connectivity issues and coordinate specialist external support where required.
- Develop scalable and practical ICT solutions appropriate to KTF's Australian and Papua New Guinean operating environments.
- Identify opportunities to simplify, consolidate and improve KTF's technology environment.

Cloud Platforms, Software and Licensing

Administer KTF's core digital platforms and software subscriptions, including user access, licensing, configuration and security. Platforms currently include, but are not limited to:

- Google Workspace, including Gmail, Drive and administrative functions;
- com;
- Slack;
- Microsoft applications and services where relevant;
- Antivirus and endpoint security software;
- Canva and other organisation-wide software platforms; and
- Other cloud-based systems introduced by KTF.

The Manager will:
- Manage software subscriptions, licences and renewals.
- Create, modify and deactivate user accounts and access permissions.
- Maintain appropriate role-based access and administrator privileges.
- Support onboarding and offboarding of staff from an ICT perspective.
- Regularly review licences and subscriptions to ensure they remain appropriate and cost-effective.
- Maintain administrative ownership and organisational control over KTF's key technology platforms.
- Support integration and interoperability between systems where appropriate.

Cybersecurity and Information Security Strengthen and maintain KTF's cybersecurity environment and promote secure technology practices throughout the organisation. This includes:
- Maintain appropriate antivirus, endpoint protection and security controls across KTF devices.
- Manage multi-factor authentication, password and user access requirements.
- Regularly review administrator access and user permissions across organisational systems.
- Identify and respond to cybersecurity risks, vulnerabilities and incidents.
- Support the development, implementation and review of relevant ICT and information security policies and procedures.
- Maintain appropriate backup and recovery arrangements for critical systems and information.
- Support business continuity and disaster recovery planning from an ICT perspective.
- Provide practical cybersecurity guidance and awareness to KTF staff.
- Coordinate with specialist external cybersecurity or ICT providers where required.
- Ensure ICT practices are appropriate to KTF's obligations as an Australian international development organisation and the sensitive information managed through its programs.

Domains, DNS and Websites Maintain oversight of KTF's organisational domains, DNS configuration, hosting arrangements and associated digital infrastructure.
- Maintain a central register of all KTF-owned or managed domain names.
- Manage domain registrations, renewals, DNS records and administrative access.
- Ensure organisational ownership and continuity of access to domain registrar and hosting accounts.
- Manage DNS configuration associated with KTF email, websites and other online services.
- Coordinate technical troubleshooting relating to websites, domains, SSL certificates, email routing and hosting.
- Maintain oversight of KTF's portfolio of websites and associated hosting arrangements.
- Work with communications staff,



website developers and external providers on technical website requirements.
- Ensure website and domain environments are appropriately secured, maintained and backed up.
- Monitor domain expiry dates and other critical digital infrastructure to prevent service interruption.

Internet, Networks and Connectivity Oversee KTF-managed internet and network environments, with responsibility for developing reliable and appropriately managed connectivity solutions for remote PNG sites.
- Support the establishment, configuration and maintenance of internet services at KTF offices, colleges, schools and program sites.
- Manage and support Starlink and other internet connectivity solutions where deployed.
- Develop appropriate network configurations for organisational and education environments.
- Support Wi-Fi infrastructure, routers, access points and other networking hardware.
- Monitor network performance and troubleshoot connectivity issues.
- Implement appropriate controls over network access, bandwidth and usage.
- Establish managed internet access solutions appropriate for school and college environments, including measures to protect students and organisational systems.
- Maintain secure separation of administrative, staff, student and guest access where appropriate.
- Work with local staff and service providers to maintain connectivity in remote locations.

ICT Support to KTF Colleges and Schools Provide technical oversight and support for technology ecosystems within KTF-supported education institutions. This includes Balimo College, RBBA and other KTF-supported colleges and education sites.
- Assess existing ICT infrastructure and identify gaps, risks and opportunities for improvement.
- Establish fit-for-purpose technology standards for supported education sites.
- Assist with the configuration and management of computers, tablets, networks, printers, internet connectivity and classroom technology.
- Support systems used by teachers, administrative staff and students.
- Develop managed internet environments suitable for K–12 and tertiary education settings.
- Provide advice on device management, content access, cybersecurity and student online safety.
- Support reliable access to digital learning materials and platforms.
- Develop simple systems and procedures that can be maintained by local staff.
- Build the capacity of nominated PNG-based staff to undertake routine ICT administration and troubleshooting.
- Provide remote technical support and coordinate on-site support where required.

FODE and Digital Learning Technology Support technology that enables KTF's Versatile Open Distance Education and other digitally enabled education programs.
- Support the technology ecosystem associated with student tablets and digital learning resources.
- Work with KTF's education teams to ensure devices are appropriately configured before deployment.
- Assist with scalable approaches to device setup, updating, maintenance and troubleshooting.
- Support systems that allow students in remote communities to access educational content with limited or intermittent internet connectivity.
- Assist KTF to develop technology solutions that are appropriate for low-connectivity and off-grid environments.
- Contribute technical advice to future digital education initiatives.

ICT Service and Staff Support Provide accessible and practical ICT support to KTF staff across Australia and Papua New Guinea.
- Act as the primary internal point of contact for ICT issues.
- Provide timely troubleshooting and technical assistance to staff.
- Establish an appropriate system for recording, prioritising and resolving ICT support requests.
- Develop straightforward user guides and troubleshooting resources.
- Identify recurring ICT issues and implement systemic solutions rather than relying solely on individual troubleshooting.
- Deliver short ICT training or guidance to staff when new systems, processes or security requirements are introduced.

Vendors, Procurement and Cost Management Manage relationships with external technology suppliers and service providers.
- Source and assess ICT equipment, services and software.
- Coordinate external ICT providers and specialist contractors.
- Review contracts, subscriptions and service agreements.
- Monitor ICT expenditure and identify opportunities for improved value for money.
- Assist in developing and monitoring the annual ICT budget.
- Maintain appropriate records of software subscriptions, service agreements, warranties and supplier contacts.
- Ensure organisational accounts and technology assets remain under KTF ownership rather than being dependent upon individual employees or contractors.

ICT Governance,



Planning and Documentation Support KTF to progressively strengthen its ICT governance and technology planning.
- Develop and maintain an ICT systems register documenting key platforms, owners and administrators.
- Maintain network, device and system documentation.
- Document critical ICT processes and configurations.
- Develop an annual ICT work plan and priorities in consultation with the COO.
- Develop a technology lifecycle and replacement plan for key ICT assets.
- Maintain an ICT risk register or contribute ICT risks to KTF's organisational risk management framework.
- Provide advice to management on emerging technology opportunities and risks.
- Support technology-related organisational projects and digital transformation initiatives.
- Ensure appropriate handover and documentation so critical ICT knowledge does not reside with a single person.

SELECTION CRITERIA:

Essential

- Relevant tertiary qualification in information technology, information systems, computer science or a related discipline, and/or substantial equivalent professional experience.
- Demonstrated experience managing ICT systems and infrastructure within a small to medium-sized organisation.
- Strong hands-on experience administering cloud-based workplace environments, preferably Google Workspace.
- Experience managing user identities, access permissions, software licensing and SaaS platforms.
- Strong knowledge of computer hardware, device setup and troubleshooting.
- Demonstrated networking experience, including Wi-Fi, routers, internet connectivity and network troubleshooting.
- Sound understanding of contemporary cybersecurity principles, including identity and access management, endpoint protection, multi-factor authentication, backups and security incident management.
- Experience managing domains, DNS and website hosting environments.
- Demonstrated ability to diagnose problems and develop practical, proportionate solutions.
- Experience managing ICT suppliers, service providers and vendors.
- Strong documentation and organisational skills.
- Ability to communicate technical concepts clearly to non-technical colleagues.
- Ability to work autonomously and prioritise competing requirements within a part-time role.

Highly Desirable
- Experience working within the not-for-profit, international development or education sectors.
- Experience supporting technology environments across multiple sites.
- Experience working with schools, colleges or digital learning environments.
- Experience with Google Workspace administration.
- Experience administering Monday.com, Slack or similar cloud-based organisational platforms.
- Experience with Starlink and/or technology infrastructure in remote locations.
- Experience with mobile device management or endpoint management systems.
- Experience implementing web filtering or managed internet access within school or youth environments.
- Experience working in low-bandwidth or intermittent-connectivity environments.
- Experience working in Papua Recent Guinea, the Pacific or another international development context.
