Position Title - BMMC – Child Care Subsidy Officer

Reports to - BMMC Centre Director

Employment Status - 38 hours per week

Remuneration - $89,000.00 per annum (not including position costs)

ABOUT THE POSITION

The Child Care Subsidy Officer will have primary responsibility for Child Care Subsidy Administration, enrolments, family accounts, and related compliance activities. This position will work closely with the Administration Officer to support the overall administrative operations of the service.

ABOUT BUNDIYARRA MAYU MIYARNUWIMANHA CENTRE - BMMC

The vision of the BMMC is to provide all children with a great start by improving their wellbeing prior to school, with a specific focus across culture, healing, education, engagement, collective community collaboration, evaluation and leadership. The BMMC will particularly address the needs specific to Aboriginal and Torres Strait Islander children enrolled in the service and their families to support Educational excellence through a community‑led Cultural Framework, Educational Framework and Service Delivery Model using a collective impact approach to determine unique and community‑owned goals and strategies to improve the ability of children to achieve a positive transition to school and be immersed in and heal through cultural education.

SKILLS AND EXPERIENCE

ESSENTIAL

- Demonstrated ability to manage the administration duties of a busy Early Learning Centre/Business.
- Experience working with Child Care Subsidy (CCS) systems or the ability to rapidly acquire this knowledge.
- Demonstrated ability to develop, implement, maintain and evaluate administration systems for BMMC.
- Knowledge of or willingness to learn the overarching regulatory National Quality Framework and Early Years Learning Framework.




- Strong organisational and problem‑solving capabilities.
- Current First Aid, CPR, Allergies and Anaphylaxis training, National Police Clearance and WWCC (or the ability to obtain them).
- Demonstrated experience with or willingness to learn about health, early childhood and family service providers and the needs of children and families in Aboriginal and Torres Strait Islander communities.
- An ability to demonstrate high‑level and comprehensive understanding of Aboriginal and Torres Strait issues, knowledge and culture, and proven ability to apply this in practice, including supporting and influencing other services in culturally safe practice.
- Demonstrated successful experience in participating in community development that targets whole of community change for children and families and contributes to improved educational outcomes for young children.
- Well‑developed verbal, written and interpersonal communication skills including the ability to work effectively with Aboriginal and Torres Strait Islander families and community groups, work successfully in a small team and maintain broad professional networks.
- Knowledge of programs that support culturally appropriate practice in the delivery of an integrated service system across health, education and family services.
- Sound knowledge or willingness to learn of the relevant legislation and policies of both the national and WA Governments in relation to the delivery of integrated services and early childhood programmes.
- Proficiency in using Microsoft Office 365 programs, particularly Excel, Outlook, and Word. Willingness or experience in managing online early learning centre software.
- Demonstrated commitment to ongoing professional development.
- A demonstrated capacity to work in a highly functional team environment.

DESIRABLE

- Previous experience in an Early Childhood Education and Care Service
- Knowledge of CCS legislation and compliance requirements
- Experience with childcare management software
- Experience developing policies and procedures
- Knowledge and experience of the Collective Impact Approach

SPECIFIC DUTIES AND RESPONSIBILITIES

- Manage all Child Care Subsidy administration functions.
- Maintain accurate CCS enrolment records and documentation
- Ensure all enrolments are submitted and maintained in accordance with CCS requirements
- Monitor attendance records and ensure compliance with CCS legislation
- Manage absences, enrolment notices, complying written arrangements and session reporting requirements




- Liaise with Services Australia regarding CCS matters
- Assist families to understand CCS processes and requirements
- Maintain records and documentation required for CCS audits and compliance activities
- Identify and report any CCS compliance risks to the Centre Director
- Coordinate family enrolments and onboarding processes
- Assist families to complete enrolment documentation and service forms
- Support families to access and understand CCS requirements
- Work collaboratively with the Aboriginal Community Liaison Officer to ensure enrolment processes are culturally safe, welcoming and accessible
- Provide information regarding service operations, policies and procedures
- Maintain positive and qualified relationships with children and families
- Respond to family enquiries in a timely and professional manner
- Work collaboratively with the Administration Officer to support the day‑to‑day administrative functions of the service
- Assist with managing incoming phone calls, emails and general enquiries, including filing, document management and record keeping requirements
- Contribute to the development and maintenance of efficient administrative systems and processes
- Assist with family account administration
- Support fee processing and reconciliation activities
- Monitor outstanding accounts and provide information to management as required
- Assist with financial record keeping relevant to enrolments and family accounts
- Maintain accurate administrative records to support financial accountability
- Assist in the development, review, and maintenance of CCS related policies and procedures
- Support the development and review of administrative policies and procedures
- Ensure administrative practices align with service policies and legislative requirements
- Assist management to maintain compliance with relevant legislation and regulatory requirements
- Support audit, reporting and compliance activities as required.

REGISTRATIONS AND LICENCES

- National Police Clearance
- Working with Children Check
- First Aid Certificate – including CPR, Allergies and Anaphylaxis training.
- C Class Drivers Licence
- Other Conditions – You must meet any other conditions required from time to time by Bundiyarra’s funding provider(s) relevant to the performance of your duties.

PERFORMANCE GOALS AND MONITORING

- All Bundiyarra employees participate in regular Line Management Meetings with the aim of monitoring performance, providing support, and fostering continuous improvement.
- All Bundiyarra employees will undertake appraisal processes after a 3‑month probation period and then on an annual basis – appraisals are conducted by the relevant Line Manager.
- All Bundiyarra programmes are required to submit monthly Board Reports and Funding Reports in accordance with service agreement requirements to ensure targeted progress toward KPIs is attained.
