Kwinana Early Years Services (KEYS) has been strengthening families since 1993. We are a well-established not-for-profit organisation based in Kwinana, providing free support and quality services to children, parents, carers and grandparents. For more than 30 years, KEYS has been a trusted part of the Kwinana community, working in partnership with families, schools, community organisations and government to improve outcomes for children and families.

About the Role

Reporting to the CEO and sitting on the Senior Leadership Team, the Program Manager leads key programs supporting children and families across Kwinana, ensuring high-quality delivery while helping shape future service development and growth opportunities. This role is responsible for ensuring programs are delivered to a high standard, meet contract requirements and achieve intended outcomes for children and families.

You will lead a team of Parenting and Early Years Practitioners, maintain oversight across program delivery, and respond early where there are risks, gaps or inconsistencies in practice.

You will balance operational oversight with strategic leadership, helping to shape program direction, identify emerging community needs, and secure opportunities that strengthen outcomes for children and families.

As a member of the Senior Leadership Team, you will contribute to organisational planning, support a culture of reflective practice and continuous improvement,



and lead the development of program improvements and funding proposals that strengthen KEYS' impact in the community.

This role offers the opportunity to influence the quality, effectiveness and future growth of services supporting children and families across Kwinana. You will play a key role in strengthening workforce capability, ensuring high-quality program delivery, and helping KEYS respond to the evolving needs of children and families in Kwinana.

About You

You are a grounded and relational leader who understands that strong program delivery is built through people, practice and consistency. You know how to support staff well, hold clear expectations, and maintain oversight of program delivery without losing sight of the children and families at the centre of the work.

You bring sound judgement, strong leadership and the ability to respond early when something needs attention.

You are comfortable working within a funded service environment and can translate practice insight, community need and program evidence into service improvements and funding opportunities.

What You Will Bring

- Experience working with vulnerable children, families and complex service systems.
- Experience in children and family services, parenting support, child development, community services or a related field will be highly regarded.
- A relevant qualification in Community Services, Social Sciences, Early Childhood, Health or a related discipline, or significant sector experience demonstrating the capability to succeed in the role.
- A grounded,



relational approach to working with children, families, staff and community partners.

Key Selection Criteria

1. Experience leading community-based programs within children and family services, including using data, practice insight and professional judgement to strengthen program delivery and outcomes.
2. Experience managing and developing staff, including supervision, capability building and performance management.
3. Experience delivering services within funded or contract environments and meeting reporting and performance requirements.
4. Demonstrated ability to build and maintain effective relationships with stakeholders, partners and funders to support program outcomes.
5. Demonstrated experience developing and leading program improvements, grant applications, funding submissions or service development proposals.

Mandatory Requirements

- Current C Class Driver's Licence
- Right to work in Australia

In addition to your remuneration, salary packaging benefits provide the opportunity to package up to $15,900 per FBT year for general living expenses and up to $2,650 per FBT year for meal entertainment, subject to eligibility and provider arrangements.
