We are currently seeking a Program Performance & Learning Lead to join our team.

The Role

Reporting to the Head of Quality & Impact, you will lead the development of Oxfam Australia’s program learning agenda, strengthening how evidence and learning are used to improve the quality, effectiveness, accountability and impact of our international programs. Working across program teams, with thematic specialists, country partnerships and organisational functions, you will translate program evidence into actionable learning, facilitate critical reflection and ensure insights inform decision making, adaptation, advocacy, business development and external reporting. You will play a key role in fostering a culture of inquiry, reflection and continuous improvement, strengthening the evidence base for effective, feminist, decolonised and locally led development practice.

Key Responsibilities

Lead the development and continuous improvement of Oxfam Australia’s approach to program performance, learning and accountability, including relevant policies, standards and guidance.

Ensure program design and appraisal align with organisational policies, standards, requirements and Oxfam global strategies.

Develop and manage the International Programs learning agenda, coordinating research and learning opportunities aligned with strategic priorities and evidence needs.

Lead strategic learning and performance analysis, translating evidence and insights into program adaptation, continuous improvement and informed decision-making.

Drive the implementation and ongoing strengthening of the International Programs Partnership Framework, supporting locally led and decolonising approaches.

Build and strengthen networks and partnerships with technical specialists, country partners, service providers and peer organisations to support learning, knowledge exchange and capacity strengthening.

Strengthen knowledge management and organisational learning, ensuring evidence and lessons are documented, shared and applied across Oxfam Australia and the wider Oxfam Confederation.

Promote and share program learning with internal and external audiences through presentations, workshops, conferences, publications and other learning initiatives. For any enquiries relating to this role, please contact [email protected] Essential: Substantial experience in international development, humanitarian or related settings, with strong knowledge of program design, performance, evidence, learning and adaptive management.

Demonstrated understanding of donor, accreditation and accountability requirements, and experience translating organisational policies,



frameworks and standards into practical program approaches.

Excellent written, verbal, facilitation and interpersonal communication skills, with the ability to analyse and communicate complex evidence and learning to diverse internal and external audiences.

Demonstrated experience in making sense of program evidence and performance information to understand how and why change happens, convene learning, influence practice and strengthen systems across a program portfolio.

A little about you You are experienced in developing and facilitating strategic learning processes, critical reflection and creating practical opportunities for teams and partners to share, generate and apply learning.

You have demonstrated experience strengthening organisational policies, frameworks, standards or guidance and supporting their consistent and practical application across a program portfolio.

You bring a practical approach to accountability, recognising the importance of organisational and donor requirements while understanding the realities of program implementation and partnership contexts.

You understand equitable and locally led partnerships and can support organisations to translate partnership principles into practice, track progress and use learning to strengthen how partnerships are developed and managed.

You are committed to feminist, decolonised, anti-racist and locally led development practice and bring cultural sensitivity, humility and a commitment to gender equality, disability equity and social inclusion.
