As we pursue our licensing objectives in Australia, we are seeking a dedicated Regulatory Compliance Officer to serve as our Money Laundering Reporting Officer (MLRO) and anchor our compliance function in the market.

What you’ll do:

- Support the Global Compliance Head for oversight of all Australia compliance-related processes, including management information/weekly internal reporting
- Lead and support dtcpay’s AFSL licensing, including preparation of required regulatory submissions and documentation as part of the license application process.
- Act as dtcpay’s nominated MLRO under the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 (AML/CTF Act), responsible for receiving, reviewing, and determining the outcome of internal suspicious matter reports.
- Support day-to-day regulatory advisory, including overseeing customer due diligence (CDD/EDD) processes and maintaining the AML/CTF Program in compliance with AUSTRAC and ASIC regulatory requirements.
- Identify new or amended regulations that impact the organisation and advise the business accordingly, with a focus on AUSTRAC and ASIC relevant to payments and digital assets.
- Conduct timely gap assessments where there are updates from AUSTRAC, ASIC, or other applicable regulatory bodies, and work with relevant teams to close identified gaps.




- Liaise with respective stakeholders to update compliance policies and procedures, ensuring gaps identified during assessments are addressed while maintaining pragmatic application of regulatory requirements in business operations.
- Serve as the primary regulatory liaison with AUSTRAC, ASIC, and other relevant bodies in Australia.
- Support and manage regulatory inspections and examinations, where required.
- Maintain regulatory registers and make necessary filings with the relevant regulator(s), where required.
- Produce and file Suspicious Matter Reports (SMRs), Threshold Transaction Reports (TTRs), and International Funds Transfer Instructions (IFTIs) via AUSTRAC Online or ASIC regulatory portal, within required timeframes.
- Proactively identify scenarios that may present significant risk to the organisation to ensure timely reporting of salient risks and propose appropriate risk controls and mitigation measures.
- Keep abreast of industry developments and best practices in AML/CTF compliance and the broader Australian financial services regulatory landscape.
- Act as the primary point of contact for independent audits of the AML/CTF framework.
- Develop and deliver AML/CTF training programs for Australian staff and foster a strong compliance culture across the business.

What we’re looking for:

- Bachelor’s Degree or above in Accounting, Finance, Business, Law, Economics, or a related field.
- Minimum 7 years of working experience in compliance-related roles,



with at least 4 years in an AML/CTF or regulatory compliance role within the Financial Services or Fintech industry in Australia.
- Strong understanding of the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 (AML/CTF Act), AUSTRAC & ASIC rules and regulatory guidance, and the broader Australian financial services regulatory framework.
- Prior experience as an MLRO, Deputy MLRO, or Senior AML Compliance Manager at an AUSTRAC/ASIC-regulated reporting entity is strongly preferred.
- Demonstrated experience supporting or managing a financial services license or registration application in Australia (AFSL or DCE registration) is a strong advantage.
- Preference for candidates holding certifications from the Australasian Compliance Institute (ACI) or International Compliance Association (ICA). Being a Certified Anti-Money Laundering Specialist (CAMS) is a strong plus.
- Familiarity with AUSTRAC Online & ASIC regulatory portal for SMR, TTR, and IFTI reporting and regulatory submissions.
- Knowledge of corresponding regulations across other jurisdictions, particularly Singapore, Hong Kong, or Malaysia, would be a strong plus.
- Familiarity with digital assets, cryptocurrency, or payments-related regulatory frameworks is highly advantageous.
- Excellent communication and business partnering skills with the ability to collaborate effectively across multiple stakeholders, including regulators, senior management, and cross-functional teams.
- Excellent written and verbal communication skills. Bilingual ability (Mandarin/English) is preferred.
- Excellent analytical and critical thinking skills.
- High ethical and integrity standards, self-driven, fast-learning, and independent.
- Candidates must be prepared to undergo fit and proper assessments as required by AUSTRAC and/or ASIC as part of the license application process.
