Your Opportunity The Senior Manager Capability and Compliance provides strategic leadership for capability development, knowledge management, compliance, assurance and operational governance activities across Operations. The role develops and implements frameworks, programs and initiatives that strengthen workforce capability, support consistent decision-making, ensure compliance with legislative, regulatory and contractual obligations, and drive continuous improvement, risk management and operational resilience across the business.

Your Responsibilities

- Lead and develop multidisciplinary teams responsible for capability development, knowledge management, compliance, assurance and operational support and referred enquiry services to build organisational capability and support achievement of operational objectives.
- Lead the development and implementation of capability, learning and knowledge management strategies, frameworks and programs that support workforce development, knowledge retention, consistent decision-making and operational excellence.
- Establish and maintain effective knowledge management practices, guidance materials, training resources and knowledge repositories to improve accessibility of information,



support business continuity and strengthen organisational capability.
- Manage Electronic Lodgement Network Operator (ELNO) and referred enquiry services, subscriber compliance, regulatory compliance and assurance programs, including audits, investigations and reporting activities to ensure consistent and reliable service delivery and support compliance with legislative, regulatory and contractual obligations.
- Lead operational governance activities, including compliance reporting, risk management, business continuity planning and assurance processes to strengthen organisational resilience and support informed decision-making.
- Partner with operational leaders to identify capability, knowledge and compliance gaps and implement initiatives including digital tools, data-driven insights and new ways of working to strengthen workforce capability, compliance outcomes and operational performance.
- Manage relationships with regulators, ELNO providers, industry stakeholders and internal business areas to support compliance outcomes, resolve operational issues and contribute to the effective delivery of services.
- Analyse operational data, quality outcomes, customer enquiries and emerging trends to identify systemic issues, inform capability development priorities and drive continuous improvement initiatives across Operations.

About You To be successful in this role you will have:

- Proven leadership experience in complex operational, service delivery, or regulated environments, with responsibility for capability development, compliance, governance, assurance,



or business improvement.
- Experience designing and implementing capability, learning, and knowledge management programs that improve workforce performance and support consistent decision-making.
- Demonstrated success in managing compliance, assurance, or governance activities, including monitoring, reporting, and ensuring adherence to legislative, regulatory, and contractual requirements.
- Experience leading organisational change and continuous improvement initiatives, including the implementation of new processes, systems, or technologies.
- Robust understanding of governance, risk management, business continuity, and operational resilience principles.
- Strong understanding of compliance and risk frameworks, with the ability to interpret and apply legislation, policies, regulations, and contracts.
- Excellent communication and stakeholder management skills, with the ability to influence, negotiate, and build effective relationships across all levels of an organisation.

Desirable but not essential:
- Knowledge of the property, land registration, conveyancing, or related regulatory sectors is highly regarded, including experience working with industry stakeholders, regulators, ELNOs, or service providers.
