The Melbourne Arts Precinct Corporation (MAP Co) is the State Government agency responsible for overseeing the delivery of the Melbourne Arts Precinct Transformation and provides governance and an operational structure to one of Melbourne's most iconic cultural spaces: Fed Square.
MAP Co leads the Melbourne Arts Precinct Transformation, Australia's largest ever cultural infrastructure project, delivering The Fox: NGV Contemporary and the major rejuvenation of Arts Centre Melbourne (ACM), joined together by 18,000sqm of green public space.
It also takes on the management and operations of Fed Square and is responsible for connecting a single continuous art, civic, and cultural precinct stretching from Fed Square through Southbank.
Once the transformation is complete, MAP Co will also manage and activate Laak Boorndap, the 18,000 urban garden that will connect the Melbourne Arts Precinct in a seamless and immersive cultural experience.
Fed Square is the gateway to the art precinct – and as Melbourne's public square it is the civic, cultural and community heart of the city. It home to four of Victoria's major cultural institutions: ACMI – Australia's Museum of Screen Culture, the Koorie Heritage Trust (KHT), Melbourne Electronic Sound Studio (MESS) and The Ian Potter Centre: NGV Australia along with an array of restaurants and cafes. Located opposite the iconic Flinders St Station, it is Melbourne's premier meeting place, tourist destination and event venue for thousands of free events every year.

About the Role
The HRPB role works closely with the Head of People & Culture to deliver the people and culture strategies that form part of the MAP Co corporate and business plan.
This role facilitates, coordinates, and implements the People & Culture function through business partnering with the organisation utilising effective people management strategies, coaching and support. This role provides expert HR advice and guidance to managers and employees on a wide range of matters, including performance management, employee relations, and policy interpretation. Acting as a trusted advisor in resolving workplace issues and conflicts this role requires strong stakeholder management and influencing to support, drive and model a positive, inclusive and safe work environment upholding both the MAP Co values, Victorian Public Services values and code of conduct.
The HR Business Partner develops and delivers practical people strategies,
programs and processes that support organisational priorities. The role provides trusted advice, brings strong business understanding and prepares high-quality communications and materials for executive audiences to support informed decision-making and the achievement of strategic outcomes.
Key Responsibilities and Accountabilities:

- Partnering with the Head of P&C; to develop and implement the P&C; initiatives and deliverables to support MAP Co strategies.
- Contribute to the strategic planning and project manage the delivery of P&C; projects in support of the corporate and business plan.
- Develop and maintain strong partnerships with people managers and executives to identify and respond to emerging people issues which impact the organisation, and to contribute to strategic workforce planning and design.
- Manage and support people leaders providing expert HR advice through the employee life cycle, employee onboarding, performance review process, learning and development and talent management processes.
- Keep abreast of leading industry research and advice, best practice, legislative and policy changes to employment practices and law.
- In consultation with Head of P&C;, provide HR policy advice and interpretation to people leaders on workplace relations matters, industrial instruments, employment laws/regulations and case management
- HR administration responsibilities such as issuing of employment contracts, maintaining employee records, managing HRIS data, employee data analysis including surveys and monthly and quarterly reporting ensuring compliance with data privacy and confidentiality requirements.
- Partner with business leaders to understand their workforce planning requirements, providing influence and consultation on talent acquisition
Key Selection Criteria * Human Resource Management Expertise: experience in providing professional human resources advice to people managers and business leaders of the organisation. Competent understanding of employee and employer legislative requirements and the ability to understand, interpret and provide advice on employment legislation and people related matters in compliance with all related legislation.
- Relationship Building: Builds and maintains trusted relationships with people at all levels of the organisation. Develops effective partnerships across teams, functions and external organisations through open communication, consistent actions and sound judgement. Builds influence and collaboration by being transparent,
well prepared and proactive in communicating issues, risks and emerging matters.
- Initiative and Accountability: Proactive and self-starting; Seizes opportunities and acts upon them; takes responsibility for own actions. Seeks all relevant information for problem-solving; Investigates and probes for the facts; Liaises with stakeholders; Analyses issues from different perspectives and draws sound inferences from information available; Identifies and proposes workable solutions to problems.
- Project Leadership: Effectively lead and manage projects from concept to completion, ensuring timely delivery, budget adherence, and scope fulfillment. Successfully coordinating with internal teams, coordinating resources, and at times external stakeholders to achieve project objectives.
- Excellent communication skills: Prepares documentation supporting the people cycle, including employee, letters, emails and reports using clear, concise and grammatically correct language; Edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; Ensures appropriate style and formats are used; accurately conveys ideas and information clearly; understands the target audience and the objectives of the communication; Handles difficult and sensitive communications well.
Desired Experience/Qualifications:
- Relevant HR, OH&S; or business administration
- Experience and knowledge in human resource management, Fair Work legislation, NES, and in researching best practice and comparison industry organisational development trends
- Knowledge and experience in IR, current legislation, Contemporary Awards & HR best practice
