Role Purpose
The Frontline Services Early Responder, Ground Officer supports the coordination and delivery of community development services, support, tenancy-assistance, stakeholder engagement, and operational safety activities within the Community Development Division as part of the MASOC Framework.
This role assists Principal Managers in maintaining safe, stable, and well-managed service environments through structured coordination, welfare awareness, administrative support, and early identification of operational or community concerns.
The position contributes to the delivery of governance-led services aligned with housing accessibility, workforce support, community wellbeing, and public-interest coordination initiatives.

Statement of Purpose
This role supports the advancement of SAFE Corridors, stable, and community-aligned service environments through coordination, operational assistance, and governance-led practices that contribute to strengthening human resilience and the urban environment.
About the Environment
This role operates within a hybrid service environment supporting:
- Community development accommodation and tenancy coordination
- Workforce and stakeholder support services
- Digital, governance and compliance administration
- Community engagement and operational assistance
- Industry and public-purpose project coordination
Principal Managers oversee portfolios across community initiatives, workforce projects, housing support activities, agribusiness, eco-tourism, and operational service environments.
Key Responsibilities:
1. Community Development & Early Coordination
- Assist with community-development coordination and stakeholder engagement activities
- Support development of industry workforce, tenants,
essential workers, and stakeholders through structured service and development pathways
- Identify and escalate safety, welfare, operational, or tenancy concerns in accordance with internal procedures
- Assist with wellbeing follow-ups and referral coordination where required
2. Stakeholder & Service Coordination
- Provide skilled administrative and coordination support to Principal Managers
- Assist with onboarding, stakeholder communication, and scheduling activities
- Maintain professional communication across service environments
- Support community engagement and operational coordination activities
3. Compliance & Operational Support
- Assist with inspections, condition reporting, and service documentation
- Maintain accurate records, files, and operational reporting systems
- Support compliance reviews and governance-aligned administrative practices
- Assist with workflow coordination across hybrid operational environments
4. Privacy, Safety & Information Management
- Handle sensitive information with confidentiality and professionalism
- Maintain awareness of privacy, cybersecurity, and data-handling obligations
- Support safe operational practices across digital and physical environments
- Work toward Digital Security and Cyber Warden readiness standards where applicable
5. Culture & Capability Development
- Participate in continuous improvement and knowledge-sharing activities
- Contribute positively to team culture, professionalism, and service delivery
- Operate in alignment with organisational governance, integrity, and accountability principles
- Support community-focused and purpose-driven operational outcomes
Service Scope Clarification
The Frontline Services Early Responder [MASOC Framework], Ground Officer role is an industry-lead coordination and community-support position focused on administration, stakeholder engagement, welfare awareness, operational assistance, and development escalation support.
This role does not perform:
- law enforcement functions
- emergency response services
- medical treatment
- statutory enforcement activities
- licensed security functions unless separately authorised and qualified under applicable law.

Key Requirements
Essential
- Level 1: Entry-level applicants are welcome. No prior experience is required; structured peer-to-leader buddying, workplace learning and capability development will be provided.
- Level 2–3: Demonstrated experience in administration, coordination, customer service, community support or an industry-based support role. Level 3 applicants will ordinarily bring at least five years’ relevant experience.
- Strong organisational skills, attention to detail and professional judgement.
- Clear, respectful communication and the ability to work with stakeholders across community, government, private-sector and industry settings.
- Confidence using Microsoft Office and digital record-management systems.
- Ability to work independently within structured operational, privacy and safety frameworks.
- Valid driver licence and reliable transport.
Desirable
- Experience in housing, tenancy, community services, compliance, stakeholder support or operational coordination.
- Industry, Defence or essential-workforce experience.
- Cyber Warden accreditation, or willingness to obtain it.
- Experience with inspections, reporting or stakeholder coordination.
- Current Blue Card, White Card and/or Yellow Card where relevant to the work performed.
