Director, Risk, Compliance and Safety

Contract Duration: ASAP Start - 30 June 2027
Daily Rate: $1,000 - $1,250 per day + Super
Location: McKell Building, Sydney
Work Arrangement: Hybrid (minimum 2 days per week in the office, typically Tuesday and Wednesday, with occasional Friday attendance required)
Hours: 8 hours per day, 40 hours per week
Security Clearance: NV1 Security Clearance required (or ability to obtain)

About the Opportunity

An exceptional opportunity exists for a senior Director, Risk, Compliance and Safety to lead a critical governance, assurance and organisational resilience function within a major NSW Government organisation responsible for supporting mission-critical communications infrastructure relied upon by emergency services and first responders across the state.

This is a highly visible executive leadership role responsible for enterprise risk, compliance, safety, protective security, business continuity and incident management across a large and complex operational footprint of approximately 700 sites statewide.

Reporting to the Executive Director, Strategy, Commercial and Risk, you will partner closely with Executive Leadership, the Audit & Risk Committee and Board, driving risk maturity, governance excellence and organisational resilience.

Key Responsibilities

Enterprise Risk Management

- Lead and continuously improve the enterprise risk management framework.
- Manage enterprise and project risk registers, risk appetite statements and risk reporting.
- Monitor emerging risks and develop mitigation strategies across operational and strategic functions.
- Drive a strong risk culture throughout the organisation.

Board and Audit & Risk Committee Reporting
- Prepare and present high-quality Board and Audit & Risk Committee papers.
- Provide strategic advice on enterprise risk, governance and assurance matters.
- Lead risk assurance activities and executive reporting.




- Drive maturity and consistency in governance reporting and risk oversight.

Compliance and Governance
- Ensure compliance with legislative, regulatory and policy obligations.
- Lead organisational compliance frameworks and assurance activities.
- Coordinate audits and oversee the implementation of audit recommendations.
- Promote governance best practice and continuous improvement.

Safety Leadership
- Oversee Work Health and Safety (WHS) strategies, frameworks and reporting.
- Monitor incidents, investigations, corrective actions and safety performance.
- Lead initiatives that support a positive safety culture across office, operational and field-based environments.
- Ensure compliance with all applicable safety legislation and standards.

Protective Security
- Lead protective security programs, frameworks and operational practices.
- Manage security clearance processes and personnel security requirements.
- Maintain relationships with relevant government security agencies and stakeholders.
- Ensure security risks are appropriately identified, managed and reported.

Business Continuity & Incident Management
- Lead Business Continuity Planning (BCP) and Disaster Recovery (DR) programs.
- Facilitate crisis management exercises and organisational resilience initiatives.
- Chair Incident Management Teams and coordinate responses to significant operational incidents.
- Drive improvements in incident management capability and organisational preparedness.

Leadership




- Lead and develop a team of approximately 5 direct reports within a broader team of approximately 30 staff.
- Build capability across risk, compliance, safety and governance functions.
- Foster collaboration, accountability and high performance.

Essential Experience

- Extensive senior leadership experience in enterprise risk management.
- Proven experience preparing and presenting reports to Boards and Audit & Risk Committees.
- Strong understanding of governance, compliance, assurance and risk frameworks.
- Experience leading organisational risk maturity and capability uplift programs.
- Demonstrated experience managing teams and influencing senior stakeholders.
- Exceptional communication, stakeholder engagement and executive reporting skills.
- Ability to operate effectively within a complex, high-profile workplace.

Highly Desirable

- Experience within critical infrastructure, telecommunications, emergency services, utilities, defence or government environments.
- Business Continuity Planning (BCP) and Disaster Recovery (DR) experience.
- Incident Management Team (IMT) leadership experience.
- Protective security and security clearance management experience.
- Experience working with external security, intelligence or regulatory agencies.

Key Challenges

- Providing strategic oversight of risk, compliance and safety across approximately 700 operational sites.
- Delivering high-quality Board and Audit & Risk Committee reporting.
- Managing complex and evolving enterprise risks across operational and corporate environments.
- Balancing strategic governance priorities with operational incident response requirements.
- Driving organisational maturity across risk management, compliance, safety and resilience frameworks.
