Chief Digital and Transformation Officer
The National Heavy Vehicle Regulator (NHVR) was established through the consolidation of state and territory heavy vehicle regulatory functions to create a nationally consistent regulator. Having successfully established these foundations, NHVR is now entering its next phase of evolution—using digital capability, data and intelligence to deliver safer roads, stronger industry outcomes and more effective regulation.
Reporting to the Chief Executive Officer and as a member of the Executive Leadership Team, the Chief Digital and Transformation Officer will occupy one of NHVR's most influential enterprise-shaping roles. You will lead the Digital & Technology function while working across the organisation, governments, jurisdictions and industry to ensure digital investment supports NHVR's future regulatory strategy and Operating Model.
The mandate extends well beyond the leadership of technology. This is an opportunity to shape how NHVR operates as a contemporary regulator, strengthen enterprise delivery and position digital, data, artificial intelligence and automation as critical enablers of regulatory effectiveness and organisational performance. Leading the Digital & Technology function and a significant portfolio of funded transformation initiatives, you will provide strategic leadership across several interconnected priorities, including:
Shaping an integrated digital, data and technology strategy aligned with NHVR's regulatory priorities, future Operating Model and broader transformation.
Leading a significant portfolio of digital and technology-enabled initiatives,



strengthening investment prioritisation, governance, business ownership, delivery and benefits realisation.
Guiding NHVR's alignment with jurisdictions and the Commonwealth-led National Automated Access System (NASS), influencing the emerging national model and designing the NHVR's role in this model and resulting solutions to industry .
Maintaining a secure, resilient and reliable technology environment while reducing technical debt and transitioning ageing, customised systems to contemporary, sustainable platforms.
Advancing NHVR's regulatory capability through data, analytics, AI, automation and emerging technologies, supported by responsible governance and organisation-wide adoption.
Ensuring digital investment is grounded in clearly defined regulatory and business needs, process redesign and measurable organisational outcomes.
Building a high-performing and accountable Digital & Technology function while contributing as a strategic member of the Executive Leadership Team to NHVR's capability and long-term direction.
About You
You will be an accomplished enterprise executive and transformation leader who can connect regulatory strategy, business and process redesign, digital platforms,



data and technology. You bring credibility to engage with the Board, executive leaders, governments, regulators, industry and technical stakeholders—translating complexity into explicit direction and aligning parties with different priorities, interests and systems.
You understand how to translate digital capability and intelligence into stronger frontline regulatory and operational outcomes. You bring the governance and delivery discipline to prioritise investment, strengthen execution and ensure transformation delivers measurable benefits for NHVR, industry and the broader national regulatory system.
Your experience leading digital and technology-enabled transformation within government, regulatory or highly regulated environments will be complemented by the judgement and stakeholder sophistication to navigate multi-jurisdictional governance and influence beyond your direct authority. Demonstrated capability spanning regulatory transformation, major digital portfolios, data and intelligence, AI adoption, legacy modernisation or multi-party platform transitions is also highly regarded.
