About the Role

As Manager Quality & Compliance, you'll lead quality, safety, risk and compliance across every service Carers SA delivers, including those funded through the Australian Government Carer Gateway program and the South Australian Government.

Reporting to the Executive Manager People & Culture, you'll develop and steward the Carer Governance Framework, translating it into the systems, policies and procedures applied across the organisation, and partner with leaders at every level to embed a culture of continuous improvement and regulatory compliance. It's a central role in ensuring Carers SA meets its obligations under the relevant legislation and standards, including ASES, the Carer Gateway Program Guidelines, and the National Principles for Child Safe Organisations.

Key responsibilities (not limited to):

- Lead the implementation, maintenance and regular review of the Carer Governance Framework, keeping it current with legislative, regulatory and sector developments

- Develop and maintain a comprehensive quality management system that supports consistent, person-centred and safe service delivery across all programs

- Design and oversee the internal audit program, and coordinate preparation for and responses to external audits, accreditation reviews and regulatory assessments, including ASES accreditation

- Contribute to Carers SA's risk management framework, facilitate risk assessments, and provide timely,



evidence-based advice to the CEO and Executive Leadership Team

- Oversee the incident management system and lead the resolution of complex and escalated Carer complaints, consistent with the SA Carers Charter principles

- Analyse data from audits, business analytics, and Carer feedback to identify systemic trends and drive improvements to frontline practice

- Build quality and compliance capability across the organisation through coaching, training and accessible resources, and report regularly to the CEO and Board on the organisation's governance and compliance position

About You

You're an experienced quality, compliance, risk or governance professional who brings regulatory rigour and a genuine commitment to good outcomes for Carers. You work confidently and independently on complex, sensitive matters, and you know how to bring leaders and teams with you.

You'll bring:

- Senior experience in a quality, compliance, risk or governance role within community services, health, not-for-profit or social services

- Strong practical knowledge of relevant regulatory frameworks, including the Australian Service Excellence Standards (ASES)

- A track record of leading governance frameworks, quality management systems, or compliance programs at an organisational level, including audit and accreditation processes

- Experience managing complex complaints, incidents and sensitive matters with fairness, transparency and professional rigour

- Strong analytical skills, with the ability to interpret data, identify trends, and develop evidence-based recommendations

- High-level communication skills,



including clear, well-structured reports for executive and Board audiences

- The ability to lead a team and build capability across an organisation

Desirable:

- Understanding of and commitment to the rights, needs and lived experience of unpaid Carers

- Knowledge of the Carer sector and the legislative and policy environment in which Carers SA operates

- Experience in the social and community services sector and familiarity with SCHADS Award obligations

You will also have:

- A tertiary qualification in quality management, governance, business, social work, community services or a related discipline (equivalent demonstrated experience will be considered)

- A current DHS Working with Children Check

- A National Police Check

- Current mandatory child protection training (or willingness to complete)

- A current driver's license
