Kurbingui Youth and Family Development is seeking an experienced and passionate Program Manager - Employment & Training to lead and strengthen our Employment and Training portfolio.
This is an exciting leadership opportunity for someone who is committed to improving employment outcomes for Aboriginal and Torres Strait Islander people and supporting culturally safe pathways into training, traineeships, and sustainable employment.
As a member of Kurbingui's Senior Leadership Team, you will provide strategic and operational leadership across employment, training, workforce participation, and traineeship programs while supporting positive outcomes for individuals, families, and community.
About Kurbingui
Kurbingui Youth and Family Development (‘Kurbingui’ or the ‘organisation’) is a registered Not-For-Profit (NFP) Aboriginal community-controlled organisation and a company “Limited by Guarantee” operating throughout the Greater Brisbane, Southeast and Moreton Bay regions. Kurbingui programs are funded by government and non-government grants as well as self-managed revenue services and activities. The organisation is governed by a Board of Directors elected and appointed from members of the community.
Kurbingui delivers a range of programs and services aimed at improving the lives of Aboriginal and Torres Strait Islander people and the broader communities. These programs and services contribute to the cultural, social, emotional and spiritual wellbeing of Aboriginal and Torres Strait Islander people with a strong focus on addressing isolation, domestic and family violence, social emotional wellbeing, poverty, discrimination, family issues and unemployment through the provision of case management, therapeutic support, outreach,
community development, education, training, cultural workshops and traditional activities and community events.
Kurbingui partners with the three levels of government, not-for-profit organisations, corporate companies, Elders, and community members. Our staff members undertake their duties as a collaborative team working to the organisation’s policies, procedures, relevant legislation, and best professional practice standards. Our teams are flexible, multi-skilled and work effectively and sensitively with a diverse range of individuals, multi-disciplinary groups, partners, and stakeholders to ensure high quality and culturally safe services to all community members.
About the Role
Reporting directly to the Chief Executive Officer, you will:
- Lead and coordinate Employment and Training programs, traineeship pathways, and workforce participation initiatives.
- Supervise and support the Construction Supervisor and Employment & Training Support Workers.
- Develop and maintain strong partnerships with employers, Registered Training Organisations (RTOs), government agencies, and community stakeholders.
- Support trainee recruitment, onboarding, engagement, and employment readiness activities.
- Monitor program performance, compliance requirements, reporting obligations, and funding deliverables.
- Drive continuous improvement, quality assurance, and program sustainability initiatives.
- Contribute to strategic planning, workforce development, and future growth opportunities across the Employment & Training portfolio
About You
We are looking for a strong leader who brings:
Essential
✅ Qualifications and/or equivalent experience in:
- Community Services
- Employment Services
- Training and Assessment
- Youth Work
- Leadership and Management
- Construction or related fields
✅ Demonstrated experience leading employment, training, workforce participation, or community programs.
✅ Strong stakeholder engagement and relationship management skills.
✅ Experience managing competing priorities, compliance obligations, reporting requirements, and program outcomes.
✅ Sound understanding of Aboriginal and Torres Strait Islander cultures, communities, and contemporary issues.
✅ Commitment to culturally safe, inclusive, and respectful service delivery.
Licences & Checks
- Current Queensland Driver Licence
- Current Blue Card (or ability to obtain)
- NDIS Worker Screening Clearance (or ability to obtain)
- Current First Aid and CPR Certificate (or willingness to obtain)
