Joint Colleges Training Services Pty Ltd (JCTS) is a national organisation with a focus on creating greater access, acceptance and participation in healthcare for Aboriginal and Torres Strait islander peoples and communities.

JCTS is a joint venture between the Australian College of Rural and Remote Medicine (ACRRM) and the Royal Australian College of General Practitioners (RACGP). JCTS facilitates shared GP training activities, including Aboriginal and Torres Strait Islander health initiatives, delivery of cultural safety training, mentorship, and supports GP training in Aboriginal Community Controlled Health Services.

About the opportunity

JCTS is seeking a strategic and collaborative Change & Capability Manager to lead organisation-wide change initiatives and build capability across the organisation during an exciting period of transformation. Reporting to the General Manager, this role will drive the implementation of key priorities under the JCTS Strategic Plan 2026–2030, developing practical frameworks, tools and training that strengthen organisational readiness, leadership capability and employee engagement.

Working closely with the Executive Team, managers and key stakeholders, you will translate strategy into action, leading the delivery of significant projects including the implementation of recommendations from the Organisational Culture Review, the development of a Cultural Safety Framework, workforce initiatives, and an organisation-wide Knowledge Hub. You will apply strong project management capability to manage plans, risks, resources, timelines and stakeholder engagement to achieve successful outcomes. This role plays a critical part in embedding sustainable change, strengthening organisational capability, and supporting culturally safe and effective ways of working across JCTS.

As the Change & Capability Manager, you’ll also:





- Lead the end-to-end development and delivery of strategic organisational initiatives, from concept and planning through to implementation, evaluation and continuous improvement, managing external consultants and project partners to ensure high-quality outcomes aligned with JCTS strategic objectives.
- Translate strategic priorities into practical implementation plans, ensuring successful delivery and measurable outcomes.
- Support leaders and teams through change by providing guidance, tools, coaching and capability-building initiatives.
- Drive organisational improvement, including the implementation of the JCTS Cultural Safety Framework and actions arising from the Organisational Culture Review.
- Strengthen processes, systems and ways of working to improve efficiency, consistency and service outcomes.
- Monitor, evaluate and report on project outcomes, risks and progress to support continuous improvement.
- Build and maintain strong, culturally safe relationships with internal stakeholders, communities, partners and external providers

About You

You are an experienced change and project management professional with proven ability to translate strategy into action, lead organisational improvement initiatives, and deliver complex projects from planning through to implementation. You are skilled at engaging diverse stakeholders, managing competing priorities and driving outcomes in complex environments. You bring strong communication, planning and problem-solving skills, a commitment to culturally protected practice,



and the ability to work collaboratively to embed sustainable change and build organisational capability.

You will have:

- Experience in change management, project delivery, implementation planning or organisational development.
- Demonstrated experience managing projects from concept through to delivery, including developing project plans, managing risks, monitoring progress and achieving measurable outcomes.
- Experience engaging and managing external consultants, contractors or project partners to deliver strategic outcomes.
- Strong stakeholder engagement, communication and reporting skills.
- Experience developing frameworks, processes or continuous improvement initiatives.
- A relevant tertiary qualification in Change Management, Business, Project Management, Organisational Development, Public Administration, Health Management or a related discipline.
- A demonstrated commitment to working respectfully with Aboriginal and Torres Strait Islander peoples and communities.
