Primary objective

Reporting to the Director, Non-Clinical Operations – Remote, the Business Manager leads the Business Support Services (BSS) unit and is responsible for the delivery of effective corporate, administrative and operational services across Primary Health Care (PHC). The position provides high-level advice and leadership on workforce, procurement, ICT, fleet and business operations, ensuring effective governance and the coordination of services that enable the delivery of healthcare across remote health centres in Central Australia.

Key duties and responsibilities

1.



Manage operational planning, service improvement initiatives, and the development and maintenance of business systems and

governance processes for the BSS unit.
- Lead and manage the BSS team, including the Administration Hub, Fleet, Recruitment, Remote Coordination and OneStaff functions,

fostering accountability, continuous improvement, service excellence and high performance.
- Lead recruitment and workforce administration services, including vacancy management, onboarding, employee movements and establishment monitoring, to support workforce planning and operational requirements.
- Manage property and facilities-related functions for staff accommodation, office facilities and remote health centres, including maintenance coordination, minor works and asset replacement planning, to meet operational requirements.
- Oversee fleet operations, including vehicle allocation, scheduling, logistics coordination, maintenance, lease compliance, asset replacement, procurement and disposal, ensuring safe, efficient and compliant fleet services that support operational requirements.
- Exercise delegated financial authority and provide advice on financial management, procurement and contract management, ensuring compliance with relevant policy, legislative and governance requirements.
- Ensure business support functions are delivered in accordance with relevant service quality, work health and safety, risk management and policy requirements.

Selection criteria

Essential

1.



Demonstrated leadership of business service functions in a complex operational setting, including operational planning, resource

management, service improvement and performance monitoring.
- Proven ability to lead workforce planning and people management functions, including recruitment, performance management,

capability development and team leadership, while building effective relationships within a culturally diverse workforce.
- Demonstrated experience in financial management, procurement, contract management, and the planning and management of capital equipment and minor works programs, including governance, legislative compliance and value-for-money principles.
- Highly developed communication, stakeholder engagement and influencing skills, including the ability to prepare high-level written briefings and correspondence, negotiate outcomes, and provide advice to senior leaders and stakeholders.
- Highly developed analytical and problem-solving skills, including risk assessment, evidence-based decision-making and the provision of sound operational advice.
- Demonstrated ability to lead business improvement initiatives and implement systems, processes, policies and governance arrangements that enhance operational effectiveness and service delivery.

1. Experience working within the health sector.
