Primary objective

Provide strategic leadership and direction to ensure the effective delivery, maintenance, support, development, and governance of services across a portfolio of across NT Government common use, enterprise, corporate business applications including human resources, finance, procurement, fleet, asset management, records and service and identity management.

Context statement The Across Government Systems Division is responsible for delivering quality solutions for use by corporate business partners, through effective leadership and management of enterprise applications

Key duties and responsibilities

- Lead, manage and coordinate business planning and budgeting processes to ensure strategic objectives and operational requirements are achieved.
- Inspire a culture and actively lead a process of improvement to ensure identification,



development and implementation of appropriate resource management strategies and solutions to integrate system and service delivery, adhere to standards, provide secure business systems and increase productivity.
- Engage and partner strategically with senior application stakeholders, including CEO level, to understand and respond to their service requirements.
- Provide strategic leadership and quality management to all aspects of the portfolio of business systems projects, including the development of strategic and operational plans to ensure the timely delivery of all in-scope projects and initiatives.
- Ensure compliance with relevant legislation, regulations, standards and codes of good practice for the management of whole of government systems.

Selection criteria

Essential

- Demonstrated senior leadership capability, with highly developed interpersonal and communication skills and the ability to engage, influence and partner with internal and external stakeholders to strengthen service delivery and achieve improved outcomes.
- Proven advanced conceptual and analytical capability, with the ability to exercise sound judgement, interpret complex organisational environments, think and act strategically, and influence decisions that achieve corporate objectives and improve service outcomes.
- Extensive knowledge and experience in contemporary application management.
- Extensive knowledge of program, project and service management frameworks, methodologies, tools and processes.
- Proven track record in the management of quality service delivery to a diverse range of occupational groups.
- Demonstrated work ethic and attitude which emulates DCDD values of Commitment to service, Innovation, Ethical practice, Accountability, Impartiality, Diversity and Respect.

Desirable

- Successful completion of Executive Development Program or similar executive leadership program.
