Administrative and Premises Staff
Purpose
To operate, maintain and develop the administrative and financial procedures and systems of the college in co‑operation with the Principal and Board, ensuring that all legal and safety requirements with regard to people and property are met. To be responsible for the college site and its buildings, their maintenance, development and efficient use.
Principal Accountabilities
- General
- Attend all sub‑committee meetings (Curriculum, Finance & Premises and Personnel).
- Clerk board meetings, preparing agendas, minutes and reports, dealing with representation and appeals procedure.
- Assist the Board in effective discharge of all governance duties.
- Financial
- Prepare annual estimates of income and expenditure for Board approval; obtain agreement of budgets.
- Monitor accounts against budgets and prepare regular management accounts for budget holders.
- Manage accounting function, conduct annual review, monitor procedures, resolve problems.
- Ordering, processing and payment for all goods and services; operation of all bank accounts and regular reconciliation.
- Maintain asset register, prepare invoices and collect fees and other dues.
- Prepare final accounts and liaise with Auditors; provide detailed management accounts for Board and Principal.
- Provide comprehensive payroll service for all college staff, including pension schemes and deductions.
- Prepare financial returns for DFE, LA and other central/local government agencies within statutory deadlines.
- Contact point with DFE and agencies for grant applications, gifts and donations.
- Negotiate, manage and monitor contracts, tenders and agreements for support services.
- Maximise income generation within the ethos.
- Human Resources
- Personnel matters for all staff – medical, DBS checks, offer letters and contracts.
- Advise Board on pay, expenses, sickness, maternity, redundancy and dismissal procedures.
- Update employment policies annually; maintain confidential staff records.
- Advise Board on compliance with employment legislation, equal pay, discrimination etc.
- Manage admin and premises staff; coordinate recruitment; oversee professional development, appraisal and training.
- Premises
- Oversee maintenance of site and buildings, prepare schedules, manage facilities.
- Prepare specifications for new buildings; obtain tenders, planning permission, liaise with contractors and architect.
- Install and maintain fire protection equipment; keep records and conduct regular fire practices and alarm tests.
- Ensure emergency procedures current and timely.
- Secure site security.
- Let premises to outside organisations; develop facilities for community use.
- Administration
- Provide daily admin support for Principal.
- Manage all college administrative functions.
- Act as DPO for college.
- Prepare and produce college records and publications.
- Maintain student records.
- Coordinate Exams Officer responsibilities.
- Correspond with DFE; respond to records and returns.
- Complete ILR returns.
- Obtain licenses and permissions; ensure relevance and timeliness.
- System and general management of administrative and financial network; implement MIS and computerise records.
- Act as System Manager for IT network and databases.
- Handle other administrative matters as arise.

- Demonstrable finance and personnel management knowledge and experience. E / A/I/T
