Summary/Objective

Reporting to the HV Operations Director, the High Voltage (HV) Chief Engineer provides senior technical leadership for the safe, compliant and reliable operation of the HV electrical network at the Truganina Campus.

As the appointed Operating Authority (OA), the High Voltage (HV) Chief Engineer is the sole person responsible for authorising, coordinating and controlling all electrical switching activities on-site, including energisation, de-energisation, isolation, earthing, restoration and emergency switching.

This role directly supports STACK’s commitment to 100% uptime and a concierge-level customer service experience, ensuring risk is proactively managed, planned works are executed safely, and customer communications are clear, timely and professional.

HV Operations and Switching

- Foster and uphold a strong culture of safety across all HV engineering and switching activities.
- Act as the site Operating Authority (OA) and hold sole responsibility for the governance, authorisation, coordination and control of all electrical switching activities in office.
- Authorise, direct and oversee all planned, routine, emergency and restoration switching activities performed by appropriately authorised personnel.
- Review, validate and approve all switching programs, access permits, isolation plans and associated operational documentation before switching activities proceed.
- Ensure all switching activities comply with the Victorian Blue Book, STACK procedures and other relevant electrical safety legislation, standards and codes.
- Provide technical direction and exercise final operating authority during abnormal system conditions, electrical incidents and emergency switching events.

SCADA and Network Control

- Use STACK’s SCADA system to monitor the condition, status and performance of the HV electrical network.
- Verify that SCADA indications accurately reflect the physical condition and configuration of the HV network.

Change and Technical Leadership

- Lead the technical coordination of major changes affecting STACK’s HV network and associated critical infrastructure.
- Train and supervise LV- and HV-accredited personnel from Delivery, FM and Operations to provide 24/7 coverage and ensure shift-team members are competent and accredited to perform LV and HV switching.
- Manage operational engagement with construction and delivery partners, including Beon, Powercor and Ausgrid.
- Ensure major changes are supported by approved MOPs, switching programs, contingency and rollback plans, and stakeholder communications.
- Verify that testing, commissioning and handover requirements have been completed before modified systems are placed into operational service.
- Maintain the site electrical operating framework, switching rules, authorisation matrix and delegated authorities as the Operating Authority (OA).
- Lead the development, implementation and auditing of MOPs, SOPs and EOPs relating to HV operations.
- Provide senior technical support during HV incidents, plant failures and abnormal network conditions.
- Lead or contribute to root-cause analysis of HV events, switching incidents, equipment failures and system abnormalities.
- Provide technical oversight of planned and corrective maintenance affecting HV assets.
- Ensure HV activities are planned and executed using appropriate risk assessments, permits and safe systems of work.
- Maintain compliance with environmental, building, fire, work health and safety, and electrical safety requirements.
- Provide clear, confident and technically competent communication to customers and stakeholders.
- Communicate planned switching, outages, operational risks and restoration activities in a timely and professional manner.
- Work collaboratively with the HV Operations Director and HV Operations Manager to support a cohesive and effective HV Operations Team.
- Provide coaching, mentoring and technical guidance to engineers, authorised persons and operational team members.
- Support the development and assessment of HV competencies, switching capability and operational authorisations.

Competencies

- Demonstrated expertise in HV switching, isolation, earthing, restoration and major electrical change coordination within mission-critical environments.




- Strong knowledge of SCADA monitoring and control, HV distribution systems, switchgear, transformers, protection, metering, generators, UPS, batteries, ATS and STS equipment.
- Strong risk management, troubleshooting, root-cause analysis, communication and technical leadership capability.
- Strong computer skills with a sound understanding of Microsoft Office.

Work Environment

- Based on-site at the Truganina Campus, Melbourne, with travel to other STACK facilities as required.
- Attendance outside standard business hours may be required for switching, incidents, maintenance, commissioning and major changes.

Required Education and Experience

- 5–10 years of relevant experience in HV electrical operations, power systems or mission-critical infrastructure, including coordination of major electrical changes, complex switching, outages or commissioning.
- Demonstrated experience acting as an Operating Authority (OA), Senior Authorised Person or equivalent, with responsibility for switching governance, authorisation and operational control.
- Extensive operational knowledge of HV distribution, switchgear, transformers, protection systems, metering and controls, together with practical SCADA experience.

Preferred Education and Experience

- Bachelor’s degree in Electrical Engineering, an electrical trade qualification or equivalent recognised professional experience.

Additional Eligibility Requirements

- Willingness to work outside standard business hours, participate in an on-call roster and operate effectively in a high-pressure environment.

Work Authorisation/Security Clearance Requirements

- Full Australian working rights and the ability to attain and maintain NV1 security clearance where required.
