About the Job

You are a passionate HSEQ leader and Zero Harm advocate who thrives on building teams, shaping culture and creating safe, high-performing project environments.

You enjoy the opportunity to establish HSEQ systems, frameworks and ways of working from the ground up, leaving a lasting legacy across major projects. With extensive experience in complex construction, infrastructure or industrial environments, you provide visible leadership, coach and mentor teams, and influence contractors and stakeholders to achieve outstanding safety, quality and risk outcomes. You are equally comfortable in the field as you are at the leadership table, driving a proactive safety culture, embedding best-practice processes and ensuring projects are delivered safely, efficiently and right first time.

Key Focus Areas

HSEQ & Risk Leadership Provide strategic leadership and expert guidance to ensure health, safety, environment, quality and risk management principles are embedded across all major project activities, fostering a proactive, high-performance culture.

Governance, Compliance & Assurance Develop and maintain robust HSEQ and risk management systems, governance frameworks and assurance programs that meet legislative requirements, industry standards and Fremantle Ports expectations.

Major Projects Risk & Contractor Management Lead the identification, assessment and management of project risks while overseeing contractor performance and ensuring safe delivery within a complex construction and live operational port environment.

Project Delivery,



Quality & Operational Readiness Ensure HSEQ and quality requirements are integrated throughout project planning, design, procurement, construction, commissioning and handover, supporting right-first-time outcomes and operational readiness.

People Leadership, Reporting & Continuous Improvement Lead and develop a high-performing HSEQ & Risk team, provide meaningful performance reporting to Executive and Board stakeholders, and drive continuous improvement, learning and organisational capability across the project portfolio.

About you

- Relevant tertiary qualifications in Health, Safety, Environment, Engineering or a related discipline.

- Extensive HSEQ leadership experience on major infrastructure, construction or industrial projects.

- Strong contractor management, governance and critical risk management expertise.

- Proven success implementing HSEQ systems, assurance frameworks and ISO-aligned management systems.

- Sound knowledge of WHS legislation, risk management and construction quality processes.

- Exceptional leadership and stakeholder engagement skills, with the ability to coach, influence and drive a strong Zero Harm culture.

- Experience providing strategic advice and reporting to Executive, Board and governance forums.

- A proactive, results-driven approach with the drive and resilience to lead change and deliver outcomes in complex project environments.
