Position Description – Senior Business Analyst

Purpose The City of Marion (CoM) has developed a T28 IS Strategy to transform the way the Council will deliver outcomes to the community and improve operational efficiency, while allowing for greater transparency and access for both internal and external customers.

The Senior Business Analyst will be responsible for the delivery of business requirements documentation to a range of future IS projects. The role will be the senior specialist support for the Senior Project Manager in projects. The primary objective of this position is to be the

Subject Matter Expert for the related projects within the T28 Program. This will include assuming a senior role to elicit the As-Is process and develop To-Be processes, with the key focus on delivering the T28 program to increase the City of Marion customer experience,

while maintaining financial sustainability.

This role will provide opportunities to understand the City of Marion transformation roadmap and design best class future state processes.

Strong communication skills and ability to maintain solid relationships with internal and external stakeholders will be vital to this role.

Key Deliverables

- Takes the role as the lead BA for implementation of the requested projects

under direction of the Chief Information Officer/Senior Project Manager.
- Leads business analysis activities within various delivery environments (Agile,

Hybrid and Waterfall) including project initiation, business case and procurement documentation and related activities that support the development of this documentation, such as: o Business process analysis, modelling and documentation of As-Is and To-Be processes.

o Detailed gap analysis.

o Detailed process KPI framework.

o Functional requirements documentation with User Cases and User Stories.

o Non-Functional requirements documentation.

o Risk identification and control.

o Cost benefit analysis reports.

o Collaboration with development teams and vendors to ensure requirements are understood and delivered as intended.

- Act as the primary liaison between business stakeholders, technical teams and external

suppliers to ensure solution requirements are accurately interpreted, implemented and tested. A outstanding place to work

Person Specification

Essential criteria

- Advanced communication skills both written and verbal.

- Demonstrated ability to influence, negotiate and build trusted relationships with

executive stakeholders, business leaders, vendors and project teams to achieve strategic outcomes
- Degree Qualifications in business, IT, commerce or similar field.

- Minimum 5 years Business Analysis experience with cloud-based digital

transformation programs.
- Experience leading business analysis activities across large-scale programs.

- Demonstrated experience as an expert in customer centric process design.

- Demonstrated ability to drive process improvement with measurable outcomes.

- Experience in leading and delivering business analysis for successful financial

transformation projects.
- Ability to capture and analyse As-Is and To-Be business process models using

industry standard business analysis frameworks and methodologies.
- Ability to develop and maintain gap analysis matrix to capture requirements.

- Ability and experience in leading test planning with test cases, execute testing and





facilitate user acceptance testing for a financial services unit.
- Ability to identify opportunities for improvement.

- Ability to assess the efficiency and effectiveness of existing business operations, and

to design process KPIs.
- Ability to adapt communication, facilitation and engagement approaches to suit a

different range of stakeholders.
- Demonstrated expertise in designing business workflow and process automation.

- Ability and experience in both face-to-face and virtual workshop facilitation.

- Support of data analysis, migration and data cleansing activities.

- Demonstrated ability to define, quantify and communicate business benefits and value

realisation outcomes to executive stakeholders.
- Excellent skills in developing logical processes and/or financial models that will

improve services by delivering cost and process efficiencies.
- Excellent time management and prioritisation skills and proved ability to be flexible to

meet changing priorities, workloads and urgent matters.
- Ability to challenge existing assumptions and influence decision-making through

Standard conditions

- Satisfactory completion of a National Police Clearance (will be arranged by the City of

Marion).
- Satisfactory completion of applicable Medical Assessment (will be arranged by the

City of Marion).
- Must be either an Australian resident or possess the legal right to work in Australia,

with the ability to provide documentation of a valid work visa.
- Comply with existing Work, Health and Safety legislation and regulation obligations

and apply “Think Safe Live Well” philosophy.
- Embrace ethical and moral behavior and report any suspected instances of fraud

and/or corruption in accordance with Fraud and Corruption Management and the

Code of Conduct.

- Adhere to the City of Marion Values.

- The incumbent will perform other duties as required.

Other conditions specific to the role

- Must hold a valid, full (unrestricted) driver's license in accordance with South

Australian requirements.
- Some out of hours work will be required to attend workshops and Council meetings.
