Our Federal Government client is seeking to engage a suitably qualified and experienced Finance Lead.
The Finance Lead will work with the Director Finance, Planning and Reporting in providing sound internal financial management and governance for the department's Tier 1 Program of work.
The Finance Lead will lead the finance team to develop appropriate financial governance procedures and policies in support of the effective and effective management of the division's financial responsibilities.
Key duties and responsibilities
- Supporting the division Executive and Program Managers by managing and overseeing a small financial team that is responsible for internal budget management, asset management, and external budget bids to Department of Finance
- Providing strategic financial advice about Tier 1 program funding
- Supporting finance and management of accounting processes
- Timely reporting to support division's Directors, Executive Staff and governance committees in their decision making
- Developing and maintaining key internal and external relationships, including liaising with stakeholders on policy, project or operational issues
- Responding to stakeholder needs and expectations
- Representing the agency at relevant meetings
- Providing accurate, specialist advice
- Guiding and reporting on team functional responsibilities
- Making and communication decision using good judgement, expertise and knowledge governed by legislation, regulations, best practice principles or relevant operating instructions and procedures
- Supporting key priority financial activities for other Tier 1 Programs
Essential criteria
- Candidates must have an active AGSVA NV1 Clearance.
- More than 5 years demonstrated experience in effectively analysing and managing large and complex Tier 1 Program budgets.
- Demonstrated knowledge and experience in delivering internal and external management accounting functions and project accounting functions and financial advice to Executive in a dynamic and fast paced environment.
- Experience in leading a small team to effectively deliver on internal management accounting functions including oversight of budget and program financial management activities to support internal decision making.
- Demonstrated experience in capital asset management and developing internal policies to support end of year financial reporting and statement development in line with relevant accounting standards.
- Demonstrated ability to communicate with key internal and external stakeholders and present financial data and written material in a manner that communicates messages in a clear and persuasive manner.
- Demonstrated experience in effectively analysing and managing large complex data sets in support of complex budget and project financial management.
- Successfully supporting and setting of accounting policies and priorities that support delivering quality results on time in a fast-paced setting.
- Confidence and ability to effectively communicate, collaborate and negotiate with team members, business areas and external stakeholders at all levels of seniority.
- Well-developed organisational skills, knowledge, and experience in successfully setting priorities and delivering quality results within allocated timeframes and managing self- imposed and given deadlines.
- Strong attention to detail with an ability to collate and analyse information from a range of sources and produce high quality documentation including the ability to identify any issues and inconsistencies.
- Ability to work autonomously and within a team environment with the ability to supervise staff while identifying training needs across a team and promoting professionalism.
- Must have relevant post graduate qualifications and/or professional accounting membership such as CPA or CA.
Desirable criteria
- 20+ years of accounting experience working both in private and government sectors.
- Relevant experience managing enterprise and project management accounting functions with a broad range of stakeholders to deliver general business budgets and ICT budgets.
- Experience in supporting contract management functions and contractual development.
- A valuable understanding of financial statement and asset management accounting practices and functions.
- Demonstrated experience of a range of enterprise financial accounting systems, and advanced knowledge of the Microsoft Office Suite (Excel, Word, PowerPoint, Visio, Outlook)
- Experience in working with Azure DevOps, Adobe Pro and or other Project software.
