The successful candidate will be responsible for leading a team of project managers to delivery relocatable modular buildings to Victorian school.

About the Role

This role commences on 1 December 2026 and is a fixed term contract to 30 November 2029.

The successful candidate will be responsible for leading a team of project managers to delivery relocatable modular buildings to Victorian school. The role requires a high level of construction project management, stakeholder management and team leadership and a strong customer service focus with school staff and communities, and business units across the VSBA and Department.

The Team Leader will ensure that projects are delivered on time and within established budgets while also meeting government, procurement and compliance requirements. They will support the Modular Classrooms Program delivery by providing contractor oversight, technical advice, project documeation review and overall process and policy direction for the unit and branch.

The key accountabilities for the Team Leader are to:

- Lead, mentor and develop a team of project managers to deliver projects on time and within budget
- Administer the panel contract and direct the work of contractors and consultants under the contract
- Provide authorative, accurate and timely program updates and advice to senior management
- Collaborate with internal teams to delvelop policy and guidelines, and streamline systems and processes
- Develop and communicate effective solutions to complex issues
- Negotiate with, and influence, key stakeholders in the development and successful management of the program
- Establish and maintain effective relationships with diverse stakeholders, particularly schools, to manage risk and resolve issues impacting the successful delivery of projects and programs
- Ensure project milestones are captured and reported in VSBA and department corporate systems

This role requires regular travel to school sites across Victoria.

This is a hybrid-working role, with 3 days in the office or on-site, and 2 days remotely.

Attributes

The ideal candidate will have a background in construction project management and program implementation, with experience managing a team and diverse stakeholders to achieve required outcomes.

They will be be highly organised, detail-oriented, self-sufficient and works autonomously, demonstrating leadership, responsiveness, integrity and accountability.

Desirable Qualifications and Experience

- Desirable : a higher education qualification in building, construction, project management, or a relevant field
- Desirable : demonstrated experience in a similar role within government
- Desirable : knowledge and experience in modular construction

About the Department

The department provides a wide range of learning and development support and services.

The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.

About the Victorian School Building Authority

The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free publ ic education in the 1870s.

The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.





With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.

About the Division

The Asset Management Division helps schools maintain and manage their buildings and grounds and ensures they are more energy efficient. The Division trains school leaders as facilities managers and supports them to develop school maintenance plans. They coordinate programs, assessments, and systems to ensure schools are routinely maintained and cleaned.

The Division includes the Asset Management Branch, School Asset Management Support Branch, Facilities Branch, Maintenance Delivery Branch and the Programs Branch.
