About the role:
The Human Resources Business Partner provides proactive, strategic and operational people advice to leaders across the organisation, acting as the primary interface between the People and Culture branch and allocated business areas.
The role works closely with leaders to understand workforce needs, identify workforce risks and capability gaps, and develop tailored people solutions that strengthen performance and support organisational priorities.
The role provides case management support for complex workforce matters and applies relevant legislation, the Victorian Public Service Agreement, departmental policies and established governance frameworks to ensure advice is consistent, compliant and fit for purpose.
The Business Partnering team delivers high-quality, customer-focused people and capability support across the organisation.

About you:
Can you demonstrate the following?
- Interprets and applies legislation, the Victorian Public Service Agreement, business plans, policies and departmental frameworks in own area of responsibility, and provides advice to others on implementation, compliance and governance requirements
- Partner with leaders and cross-functional stakeholders to embed workforce initiatives, new processes, systems and ways of working
- Uses specialist knowledge within a confined field to challenge policies and professional concepts. Applies complex concepts to policy development or research
- Leads and supports HR projects, programs and workforce initiatives in collaboration with specialist HR functions, business areas and other enabling teams
- Demonstrated ability to apply employment legislation, the Victorian Public Service Agreement, departmental policies and case management practices to complex workforce matters
- Draft and develop material including the preparation of Cabinet and Cabinet related material, Ministerial and Secretary briefings and meeting papers, agendas, minutes and reports.
Qualifications / Specialist Expertise
- A tertiary qualification in fields related to Human Resources, public administration or business management is desirable.
- Strong expertise in people partnering, case management, workforce analysis, workforce and capability planning, workforce risk management and organisational development, with the ability to apply contemporary HR practices, relevant legislation,
the Victorian Public Service Agreement, departmental policies and governance frameworks to support leaders and drive capability across complex organisational environments is desirable.
