Primary objective
Provide high-level strategic advice, expert management and leadership of a timebound portfolio of strategic projects and business
improvement initiatives that support departmental priorities and organisational transformation outcomes.

Context statement
The Education Management Transformation Program (EMTP) is a multi-year strategic initiative delivered in partnership between
the Department of Education and Training and the Department of Corporate and Digital Development to implement a new
Education Management System (EMS)



across Northern Territory Government schools and corporate services. The role provides
leadership across a portfolio of critical projects and enabling initiatives that support business transformation, organisational
readiness and benefits realisation, ensuring the department is well positioned to successfully adopt EMS and maximise the value
of its investment.

Key duties and responsibilities
1. Provide strategic leadership and oversight for a portfolio of complex business transformation, organisational improvement and

strategic projects that support departmental priorities and outcomes.
2. Provide high-level advice to executives, governance bodies and stakeholders on project performance, risks, interdependencies,

business impacts and delivery priorities.
3. Lead and manage a multidisciplinary team and specialist resources to deliver strategic initiatives and organisational outcomes.
4. Establish and embed contemporary project management, governance and evaluation practices that support consistent and

effective delivery across the portfolio.
5. Build and maintain productive relationships across the department, government and external stakeholders to influence

decision-making and achieve shared outcomes.

Represent the department on governance groups, steering committees and other forums, providing authoritative advice and

leadership on strategic initiatives.

Selection criteria
Essential
1. Demonstrated success leading complex strategic programs, projects and organisational improvement initiatives that deliver

business transformation and sustainable outcomes.
2. Expert knowledge and experience in contemporary program and project management, governance and evaluation frameworks

and methodologies.
3. Highly developed strategic leadership and management skills, including experience leading multidisciplinary teams and

specialist resources to deliver outcomes in a complex environment.
4. Exceptional communication, negotiation and stakeholder engagement skills, with a demonstrated ability to influence decision-

making and build cooperative relationships across diverse stakeholder groups.
5. Proven ability to provide high-level strategic advice to executives and governance bodies on project performance, risks,

organisational impacts and implementation priorities.
6. Demonstrated ability to lead organisational change, drive continuous improvement and implement consistent approaches to

project delivery, governance and business improvement.

Desirable
1. Tertiary qualification relevant to the position (e.g. Business, Management, Public Administration, Project Management or

related discipline).
