Lead the transformation. Build the foundations. Shape the future.
This is a rare opportunity to join a progressive metropolitan council at a pivotal point in its digital transformation journey. With a new four-year Digital and Technology Strategy now established and a significant organisational restructure complete, the foundation has been laid. The next step is execution.
As Head of Data & Enterprise Solutions, you will lead the development of a modern, connected and data-driven organisation, setting the strategic direction for enterprise data, platforms, architecture and digital capabilities across Council. Reporting to the Chief Information Officer and leading a specialist team, you will play a critical role in building capability, increasing data maturity and ensuring Council has the right technology architecture in place, to deliver meaningful business and community outcomes.
This is not a role for someone looking to maintain the status quo. The strategy is in place; now Council needs an experienced leader who has successfully built data capability from the ground up and can guide the organisation through the next phase of its transformation.
About Us
Glen Eira City Council is a great place to work. We have high-performing teams who deliver more than 120 services. Our Employee Engagement Survey results continue to show our people understand their goals, have a strong customer service culture, and are proud to work here. We also know that our community highly values the work we do, because we have some of the highest Community Satisfaction Survey scores of any council in the state.
We strive to be a contemporary, future focused organisation. We are high performing, values based, customer-focused and strive for innovation. In fact, we're in the top ten per cent of most engaged aligned councils, according to our most recent Employee Engagement Survey.
Our municipality is located in Melbourne's south-east suburbs,
approximately 10 kilometres from Melbourne's central business district. Glen Eira has a vibrant and diverse community which is proud of its cultural heritage. It is home to more than 141,000 people and significant Melbourne icons such as Ripponlea, the Caulfield Racecourse Reserve, Yarra Yarra Golf Course, the Jewish Holocaust Museum and much more.
The Opportunity
You will play a pivotal role in elevating Council's data capability, establishing the governance, frameworks and foundations required to create trusted, accessible and actionable information across the organisation. This includes developing and embedding master data management, strengthening data governance and stewardship, and building the enterprise architecture and platform capabilities that will support Council's future ambitions.
Working across the organisation, you will partner with executive and business leaders to align priorities, improve decision-making, drive innovation and uplift digital capability. You will bring people on the journey, balancing strategic vision with practical delivery and strong stakeholder engagement.
About You
You are an accomplished data and technology leader who understands the breadth of enterprise data, architecture and platform leadership.
You have successfully led large-scale data transformation programs and can demonstrate experience building data capability and governance frameworks within complex organisations. Experience establishing master data management and operating within low-maturity or evolving environments will be highly regarded.
You are equally comfortable discussing strategy in the boardroom as you are leading teams through change, influencing stakeholders and creating momentum across an organisation.
To be successful, you will bring:
- Proven experience leading enterprise data, digital or technology functions within a complex environment
- Demonstrated success delivering a brownfield data transformation or significantly uplifting data capability
- Experience establishing data governance frameworks, master data management and enterprise architecture practices
- Robust understanding of enterprise architecture, applications, integration platforms, analytics and modern cloud technologies
- Exceptional leadership skills with the ability to build high-performing teams and foster a culture of innovation and continuous improvement
- Significant change management and stakeholder engagement experience, with the ability to bring diverse groups on the transformation journey
- Outstanding communication, influencing and relationship-building capabilities
- Relevant tertiary qualifications, with architecture, cloud or data governance certifications highly regarded.
Why Apply?
This is an opportunity to help shape the future direction of a newly structured function and make a genuine impact on organisational performance. You'll inherit a clear strategic roadmap, lead a talented team, and have the executive support required to drive meaningful change.
If you are excited by the challenge of building capability, lifting data maturity and creating the foundations for a truly data-driven organisation, we would love to hear from you.
