JOB TITLE: Cultural Heritage Manager
LOCATION: Warrnambool, Victoria
TERM: 1.0 FTE, Full time, fixed term - 24 months
SALARY: $112,900-$138,000 perannum + Super
REPORTS TO: General Manager Biocultural Landscapes

Who we are looking for
Eastern Maar Aboriginal Corporation (EMAC) is seeking an experienced and passionate Cultural Heritage Manager to lead our Cultural Heritage Branch and oversee EMAC's responsibilities as the Registered Aboriginal Party (RAP) under the Aboriginal Heritage Act ****.
This leadership position is responsible for managing a multidisciplinary team and ensuring the effective protection, management and preservation of Aboriginal cultural heritage across the Eastern Maar Ancestral Estate. You will provide strategic leadership, technical expertise and authoritative advice while fostering strong relationships with Traditional Owners, government agencies, Cultural Heritage Advisors and key stakeholders.
What you'll be doing
Lead and manage EMAC's Cultural Heritage Branch, ensuring the effective delivery of RAP statutory responsibilities.
Oversee the assessment of Cultural Heritage Management Plans (CHMPs), Cultural Heritage Permits, Aboriginal Cultural Heritage Land Management Agreements (ACHLMAs), Cultural Heritage Agreements and Protection Declarations.
Provide strategic and technical advice to the Executive Team, Board and broader organisation on Aboriginal cultural heritage matters.
Oversee the curation, custody, repatriation and preservation of Aboriginal cultural heritage material within the EMAC RAP area.
Lead the development and implementation of the EMAC Biocultural Landscape Strategy.
Build and maintain productive relationships with Traditional Owners, government agencies, Registered Aboriginal Parties, Cultural Heritage Advisors and other key stakeholders.
Monitor compliance with conditions contained within CHMPs, ACHLMAs and Cultural Heritage Permits.
Work closely with the On Country Operations Manager to coordinate field programs and ensure efficient delivery of cultural heritage activities.
Prepare high-quality reports,



policy documents, correspondence and executive briefs.
Review RAP fee schedules and contribute to continuous improvement of branch operations, policies and procedures.
Represent EMAC at local, state and national forums, committees and working groups relating to Aboriginal cultural heritage.
You will also:
Lead, mentor and develop a high-performing Cultural Heritage team.
Foster a collaborative, respectful and culturally safe workplace.
Support the professional development of staff and create opportunities for Eastern Maar citizens to build skills and capacity in cultural heritage.
Conduct regular supervision, performance reviews and goal setting.
Promote accountability, continuous improvement and organisational excellence.
General Duties
Be aware and adhere to EMAC Policy and Procedure manuals.
Be aware and participate in staff performance reviews.
Attend all mandatory training as required.
Perform other duties as may be directed or implied from time to time.
Ensure compliance with legal and contractual requirements of the corporationand Aboriginal Heritage Act ****
Undertake general administration tasks including, raising purchase orders, filing, tracking invoices and maintaining registers
The incumbent requires the ability to travel regularly for work-related purposes. A current Victorian driver's licence is essential.
What you'll bring
Qualified Heritage Advisor as defined by the Aboriginal Heritage Act.
Tertiary qualification in Archaeology (preferred), Anthropology or a related discipline.
Demonstrated experience managing Aboriginal cultural heritage functions and leading multidisciplinary teams.
Extensive experience evaluating Cultural Heritage Management Plans and Cultural Heritage Permits.
Experience registering Aboriginal places on the Victorian Aboriginal Heritage Register.
Experience using Geographic Information Systems (GIS) and Global Positioning System (GPS)

Demonstrated ability to prepare professional reports and documentation to support executive decision-making.
Strong leadership, planning, analytical and problem-solving skills.
Excellent stakeholder engagement, communication and relationship management skills.
Sound project management skills with the ability to manage competing priorities.
High level computer literacy and proficiency with relevant technology.
Ability to communicate respectfully and effectively with Eastern Maar Citizens and Aboriginal and Torres Strait Islander peoples.
Current Victorian Driver Licence.
Desirable Criteria (Value Added)
Strong understanding of the importance of Country to Traditional Owners, recognising the Eastern Maar Peoples as the Traditional Owners of south-west Victoria.
Commitment to Eastern Maar culture, values, heritage and self-determination.
Understanding of the impacts of colonisation and the importance of protecting cultural continuity.
OTHER POSITION REQUIREMENTS

Holder of a Current Victorian Driver's Licence.
