Treasury are seeking an
EL2 Director, Housing Australia Future Fund Unit
to lead the design and implementation of the Government's election commitment to deliver 40,000 new social and affordable homes through the
Housing Australia Future Fund (HAFF)
.
About the role:
Treasury delivers the Australian Government's plan to help all Australians access a home that is safe, secure and affordable, and support the effective functioning of Australia's housing and construction sectors.
Housing Group is responsible for the legislative design, implementation and management of housing programs, governance and oversight of key institutions in Australia's housing system and plays an integral role in housing forums and in the delivery of housing agreements.
The EL2 Director, Housing Australia Future Fund Unit role is responsible for policy leadership and oversight of HAFF Social and Affordable Housing Senior Debt, including oversight of the program's lending arrangements between the Commonwealth and Housing Australia.
The EL2 Director will be responsible for:
Leading and overseeing the implementation and delivery of the HAFF and other priority initiatives, including through legislation, governance and financial arrangements.
Implementing intergovernmental funding architecture including preparation of Federation Funding Agreements.
Leading and mentoring a delivery unit of 8-10 staff.




Advising the Minister for Housing and her office on creative implementation and financing options to maximise outcomes on behalf of the Commonwealth.
Overseeing engagement with a broad range of senior stakeholders.
Clearly communicating complex financial analysis and frameworks to a range of audiences.
Desirable Skills / Experience
Demonstrated experience in housing policy and/or program delivery combined with sound understanding of the Australian Government's ambitious housing agenda.
Excellent analytical and problem-solving skills with the ability to understand complex issues and identify opportunities to implement effective solutions.
Ability to influence strategic direction of Commonwealth Government housing policy.
Demonstrated ability to build and sustain effective partnerships with ministers and their offices, Housing Australia, state and territory governments, local government peak bodies, delivery partners, First Nations partners and community stakeholders, and community stakeholders as well as financial industry stakeholders to support policy development and delivery.
Experience in financial analysis, Commonwealth budget treatment and accounting.
Established project management skills to drive outcomes across a complex work program.
Strong leadership capability, including guiding teams, building capability and modelling APS values in a dynamic, high-pressure environment, is also desirable.
