The Opportunity
We are seeking an experienced Project Manager, WHS Management System for an AO8 temporary contract opportunity based in Brisbane, with flexible working arrangements available.
This is an urgent requirement for an experienced WHS project professional to lead the delivery of a significant WHS transformation initiative. The initial contract will run until December 2026, with potential extension opportunities.
Reporting to the Director, Health, Safety and Wellbeing, you will lead the coordination, governance and delivery of a clean-slate WHS Management System implementation across the department.
Working closely with senior executives, operational leaders, internal stakeholders and external specialist consultants, you will be responsible for ensuring the project is effectively planned, governed and delivered.
This role will suit an experienced WHS project manager who can quickly establish relationships, provide structure, coordinate specialist inputs and drive outcomes in a complex environment.
As the Project Manager, WHS Management System, you will:
- Develop and manage project plans, schedules, milestones, risks, issues and reporting frameworks to support successful project delivery;
- Coordinate and oversee external consultants and specialist providers engaged to support the development of WHS system components;
- Work closely with senior executives, operational leaders and key stakeholders to gather requirements, build alignment and support implementation outcomes;
- Lead consultation activities across the department to ensure the WHS Management System is fit-for-purpose and reflects operational needs;
- Coordinate input from WHS specialists, organisational psychologists, psychosocial risk specialists and other technical experts;
- Monitor project progress, manage dependencies and provide regular reporting, briefs and updates to senior stakeholders;
- Identify risks, barriers and opportunities for improvement, developing appropriate mitigation strategies to maintain project momentum;
- Support the development of governance frameworks, processes and implementation approaches that strengthen WHS maturity across the department; and
- Build effective relationships across business areas and contribute to a collaborative, respectful and inclusive workplace environment.
Required Experience We are seeking an experienced WHS project professional who can successfully lead a complex, organisation-wide implementation.
You will bring:
- Demonstrated experience managing complex WHS, safety management system or organisational improvement projects;
- Proven ability to develop and manage project plans, governance structures, reporting and delivery frameworks;
- Experience coordinating consultants, contractors or specialist providers to deliver project outcomes;
- Solid stakeholder engagement skills, with the ability to influence senior executives, operational leaders and diverse business groups;
- Experience working with WHS management systems, governance frameworks, risk management and legislative compliance requirements;
- Strong written communication skills, including the ability to prepare executive briefs, reports, project documentation and stakeholder communications;
- Ability to navigate ambiguity, manage competing priorities and deliver outcomes in a complex environment;
- Strong understanding of workplace health, safety and wellbeing principles, including psychosocial risk management and contemporary safety practices; and
- Ability to build trusted relationships and operate effectively through influence rather than direct authority.
Highly regarded:
- Queensland Government experience or demonstrated understanding of public sector governance and operating environments;
- Experience delivering enterprise-wide WHS transformation or safety management system implementations;
- Experience working with organisational psychologists, psychosocial risk specialists or workplace wellbeing providers;
- Experience within complex, regulated or high-risk environments; and
- Formal qualifications in workplace health and safety, project management or related disciplines.
