Cowell Electric is expanding and seeking a motivated and experienced Distribution and Transmission Overhead Line Construction Manager to lead high voltage overhead line projects from 11kV to 330kV.

Working closely with Project Managers, Engineering teams, Clients, and field personnel, you will provide construction leadership across all phases of overhead distribution and transmission line delivery, ensuring projects are executed safely, efficiently, and to the highest quality standards.

Key Responsibilities

- Lead and coordinate construction activities for overhead distribution and transmission line projects from 11kV to 330kV.
- Manage site-based construction teams, supervisors, subcontractors and specialist contractors.
- Ensure works are delivered in accordance with client specifications, utility requirements, industry standards and best practice construction methods.
- Oversee construction of foundations, structures, pole installations, conductor stringing, OPGW installation and associated distribution and transmission infrastructure.
- Develop and implement construction methodologies, work packs and execution plans.
- Coordinate labour, plant, materials and subcontract resources to achieve project milestones and budgets.
- Monitor construction progress, identify delivery risks early and lead practical mitigation actions.
- Champion a strong safety culture through visible leadership, field engagement and compliance with project HSE requirements.
- Ensure quality assurance requirements, inspections,



testing and as-built documentation are completed and maintained.
- Build and maintain strong working relationships with clients, utility representatives, landowners, stakeholders and project teams.

Essential Requirements

- Trade qualification, engineering qualification, or significant construction/project management experience in the utility industry.
- Minimum 3-5 years' experience managing or coordinating overhead distribution and transmission line construction projects.
- Demonstrated experience delivering distribution and transmission infrastructure projects on schedule and within budget.
- Sound understanding of utility, client and industry standards applicable to overhead line construction.
- Proven experience in leading field crews, subcontractors and multidisciplinary project teams.
- Strong knowledge of project planning, scheduling, resource management, cost control and construction delivery processes.
- Current Driver's Licence.
- Ability to successfully complete a pre-employment medical and drug & alcohol screening.
- Strong communication, negotiation and stakeholder management skills, with the ability to build effective relationships with clients, regulators and internal teams.
- Commitment to safety leadership, risk management and quality assurance.

Highly Desirable Skills & Qualifications

- Diploma or Degree in Engineering, Construction Management or Project Management.
- Experience delivering renewable energy grid connection, electricity distribution, transmission, mining, or major infrastructure projects.
- Sound knowledge of Australian distribution and transmission standards and utility owner requirements.
- Experience working with distribution and transmission providers, EPC contractors or major infrastructure clients.
- Competency in project controls, forecasting, cost management and project reporting.
- Experience using project management, scheduling and construction reporting systems.




- Knowledge of contract administration, procurement, and subcontractor management.
