Toowoomba Regional Council is seeking experienced engineering and project management professionals to join the Water Project Services team and play a key role in delivering the
Toowoomba to Warwick Pipeline (T2WP) Program
.
This is a unique opportunity to contribute to one of the region's most significant infrastructure investments, delivering critical water infrastructure that will support communities for generations to come.
We are seeking talented professionals for
two Senior Project Manager positions.
While both roles sit within the same project team, they differ in scope, seniority, and responsibilities.

About the T2WP Program
The Toowoomba to Warwick Pipeline Program is a major regional water infrastructure initiative that will strengthen long-term water security across the region through the delivery of significant treatment, pipeline, storage and associated infrastructure projects.
Working as part of Council's Water Project Services team, you will collaborate with key stakeholders including Seqwater, consultants, contractors and government agencies to successfully deliver complex infrastructure outcomes.

Senior Project Manager - Level 6
Project Delivery Focus
Ideal for experienced project managers looking to lead the successful delivery of major infrastructure projects.
In this role you will:
Manage capital projects through all phases of delivery.
Administer design and construction contracts.
Monitor project budgets, schedules and performance.
Manage project risks and stakeholder relationships.
Prepare technical reports and provide professional engineering advice.
Ensure compliance with safety, governance and regulatory requirements.
We're looking for:
Degree-qualified Engineer (Civil, Environmental, Mechanical, Electrical or related discipline).
Demonstrated experience delivering complex infrastructure projects.
Strong contract administration and project management capability.
Excellent stakeholder engagement and communication skills.
RPEQ registration, or ability to obtain.
Experience in water and wastewater projects will be highly regarded.

Senior Project Manager - Level 7




Strategic Program Leadership Focus
Designed for highly experienced professionals with a proven track record delivering major infrastructure programs and leading complex project environments.
In this role you will:
Provide strategic leadership across the T2WP Program.
Lead the delivery and governance of complex, high-value infrastructure projects.
Manage significant commercial contracts and procurement activities.
Develop business cases, budgets and long-term delivery strategies.
Provide expert technical and commercial advice to senior management and Council.
Lead stakeholder negotiations and complex risk management activities.
Mentor and support project teams while driving continuous improvement.
We're looking for:
Degree-qualified Engineer (Civil, Environmental, Mechanical, Electrical or related discipline) with extensive infrastructure project delivery experience.
Demonstrated success leading major water, treatment plant, or comparable infrastructure projects.
Strong commercial acumen and contract management expertise.
Advanced project governance, risk management and stakeholder management capability.
Proven leadership and mentoring experience.
RPEQ registration, or ability to obtain.

Mandatory Requirements
To be considered, you must hold:
Bachelor Degree in Engineering (Civil, Environmental, Mechanical, Electrical or related discipline) from a recognised university.




Demonstrated experience infrastructure project delivery.
Current C Class Driver's Licence.
White Card (or willingness to obtain prior to commencement).
RPEQ registration, or ability to obtain within an agreed timeframe.
