About the Project
UTS has established a new research centre, the National Telecom Resilience Centre (NTRC), which will address critical gaps in Australia's telecommunications resilience, focusing on the Triple Zero emergency call system and broader network resilience.
Leveraging UTS Tech Lab's RF chamber and collaborative partnerships to provide a Controlled Test Facility (CTF), the NTRC will conduct biannual cross-network testing campaigns, develop testing protocols, and engage in research to influence regulatory frameworks and industry standards.
This initiative directly responds to the **** Optus Outage Review and will position UTS as a leader in telecom resilience research and innovation.
In addition to the CTF, the NTRC is building a Resilience Research Network (RRN) to enable research into network resilience and mechanisms to enhance the ability of networks to detect and react to failures.
The RRN will be co-located with the CTF, but with separate infrastructure.
Detailed Description
About the role
The Engineering Officer will play a crucial role in supporting the operations of the state-of-the-art Controlled Test Facility (CTF) and Resilience Research Network (RRN) aimed at enhancing the resilience and interoperability of Australia's Triple Zero emergency call ecosystem, as well as overall network resilience.
This position is integral to the execution of the strategic vision set forth by the Director, CTF, contributing to both the technical and research initiatives that will position the facility as an internationally recognized centre of excellence in telecommunications resilience.
The CTF & RRN will be key facilities within the NTRC in the Faculty of Engineering & IT (FEIT).
The Engineering Officer will have close and frequent contact with industry partners, primarily the Mobile Network Operators (MNO), in order to facilitate the smooth integration and operation of equipment from different network suppliers.
A key area of focus will be to ensure the reliability and security of the connectivity within the CTF and to offsite equipment, and compliance with the requirements of the MNOs.




The Engineering Officer will be expected to assist with the preparation for each test campaign including agreement with the stakeholders and enhancements required to the CTF, as well as the execution of test campaigns in line with the project plan agreed with relevant stakeholders.
The Resilience Research Network is being built to enable manipulation of various layers of the 4G and 5G network stack and operation.
The ability of the networks to detect and recover from faults, as well as the device behaviour under different scenarios will be examined.
The RRN is being built to intentionally break functions required for a resilient network.
Key Selection Criteria:
• Solid experience in network operations, network testing, network software development, support engineering, or a similar role within the telecommunications (preferred) or IT industry
• Proven experience in mobile networks (4G and 5G).
• Familiarity and experience working with Nokia or Ericsson mobile network equipment, Cisco, Juniper or other network equipment desirable
• Experience in setting up and managing IP and fibre networks, Linux servers and container environments (e.g. Docker, Kubernetes).
• Experience with Linux, programming (C and Python) and database constructs highly desirable;
• Familiarity with cloud platforms, including deploying and managing resources.
• Excellent problem-solving and analytical skills with the ability to interpret complex technical data.
• Must be inquisitive and self-guided to develop innovative solutions to problems.
• Bachelors degree in Electrical Engineering, Telecommunications, Computer Science, or a related field.
• Equivalent experience and qualifications will be considered
• Relevant certifications (e.g., CCNA, JNCIA, CISSP, RHCSA, CKA, etc) are desirable.
• Australian Citizenship or PR required

Remuneration
Base Salary Range: $122,640 to $139,674 pa (HEW 8)
This role attracts 17% superannuation (pension) in addition to the base salary.
This position is
full-time
and an appointment will be made on a
fixed term basis for 3 years.
